<br />MINUTES Page 2 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-January 18, 2005 <br /> <br />Adopted, Whichever Comes First, Prohibiting Consideration and Approval of Use <br />Permits, Variances, Building Permits, Start of New Construction, or Other <br />Entitlements for the Establishment and Operation of Medical Marijuana Dispensaries. <br />(extends the interim urgency ordinance to allow staff time to review applicable state <br />and federal regulations, to survey other surrounding jurisdictions on how this use is <br />regulated, and to complete proposed Zoning Code amendments). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jermanis gave background on the matter and introduced Community Development <br />Director Hanson Horn. Mr. Horn gave a summary of the activities on the matter since <br />the interim urgency ordinance was adopted. Mr. Horn indicated that although the work <br />has proven to be more complex than was originally anticipated, staff believes it will be <br />able to bring a proposal to the Council prior to the requested one-year extension of the <br />moratorium. <br /> <br />Councilmember Santos commented that he hoped the report by staff will include <br />information on the experiences of other communities with these types of establishments. <br />Mr. Horn confirmed that the report will include this information. <br /> <br />Councilmember Grant commented that she would support extending the moratorium for <br />the maximum time allowed by law. Mr. Horn indicated that staff recommends that the <br />ordinance be extended only to January 18, 2006 and expressed confidence that staff will <br />have an ordinance ready for Council consideration before that date. City Attorney Jayne <br />Williams noted that, in the event that staff is not prepared to return to Council by <br />January 18, 2006, they can bring a request to Council to extend the moratorium for an <br />additional period oftime. <br /> <br />The Hearing was then opened to the public. <br /> <br />There being no comments from the public, and without objection, the Public Hearing <br />was closed. <br /> <br />.
