Landes, Landes Corp. (Applicant and Property Owner).

This being the time and place for the Public Hearing on the above matter, City Manager
Jermanis introduced Planner II Elmer Penaranda. Mr. Penaranda gave a short
PowerPoint presentation, providing information on the project and the reasons for the
Planning Commission's denial of the project. Mr. Penaranda reported that, following
the Planning Commission denial, the applicant and staff briefly discussed the inclusion
of a commercial or light industrial component to the front portion of the project, but the
applicant wished to exhaust all means available in the rezone and planned development
application before considering other alternatives. Mr. Penaranda noted that, after the
publication ofthe agenda, Mr. Kai Bender and Mr. Jeffrey Kerry have contacted staff to
express their support ofthe rezone and the project as long as the rezone is specific to the
subject property. He also noted that Attachment 18 to the staff report contained letters
which expressed opposition to the rezoning of the entire corridor, but were not
specifically opposed to the rezone ofthe subject property.

Councilmember Santos asked for clarification regarding the change of position by
Rodgers Trucking Co., Larsen Bros. Lumber Co. and Roney's Furniture to support the
project. Mr. Penaranda noted that the owners of these companies support the subject
project and the rezone of the subject property, but oppose the rezoning of the entire
corridor.

The Hearing was then opened to the public.

John Anderson, Diede Construction, gave a PowerPoint presentation on behalf of the
Applicant, describing the proposed project.

Todd Lucas, Extra Space Storage, continued the Applicant's presentation, giving
examples of Extra Space self storage facilities operating in other areas.

Mark Landes, Co-applicant, addressed the City Council, stating that the purpose of
tonight's presentation is to address issues that were raised by the Planning Commission
after the close of its public hearing.
