Ayes: 4; Noes: 0; Absent: 3 (Nardine, Stephens, <br />and Young) <br /> <br />4. JOINT CITY COUNCIL/SAN LEANDRO REDEVELOPMENT AGENCY PUBLIC <br />HEARINGS <br /> <br />None. <br /> <br />5. PUBLIC COMMENTS <br /> <br />Comments are limited to 3 minutes per person. When you address the City Council, you <br />should fill out a speaker card and submit it to the City Clerk so the order of speakers may be <br />determined and an official record of names and addresses obtained. The public is invited to <br />make comments on items of public interest NOT listed on the Agenda. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting regarding <br />the judicial system in California. <br /> <br />Harold Perez, San Leandro resident, addressed the City Council regarding the second <br />instrument landing system (ILS) at the Oakland Airport's North Field, jets and a surveillance <br />plane that fly over Davis West, support for the Indian casino in Oakland, and the airport noise <br />insulation program. <br /> <br />Audrey Albers, San Leandro resident, addressed the City Council, expressing agreement <br />with Councilmember Santos and Mr. Glass regarding the condition of some of the properties <br />in Mulford Gardens. Ms. Albers commented that members of the Mulford Gardens <br />Improvement Association have brought issues to the Council, staff and Police Department for <br />which they have not received cooperation or support. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />Mr. J ermanis commented that the jets flying over Davis West are not a result of a second ILS <br />at the North Field, as a second ILS has not been installed. He stated that staff will look into <br />the issue of the surveillance planes. Mr. Jermanis indicated that the Council will receive a <br />report from Airport Committee on the status of the airport noise insulation program. The City <br />will soon call for bids for insulating the first ten homes as part of a pilot project, and <br />ultimately all 200 homes provided for in the agreement with the Port of Oakland will be <br />insulated. <br />
