<br />MINUTES Page 7 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-January 18, 2005 <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Councilmember Santos expressed his appreciation for Mr. Glass' suggestion regarding <br />improving the appearance of the Mulford Gardens neighborhood. He noted that some <br />properties in Mulford Gardens have become eyesores, and he receives complaints about <br />these properties on a regular basis. Councilmember Santos suggested these complaints <br />should be directed to the Mulford Gardens Improvement Association and believes it is <br />incumbent upon the Association and the residents to find ways to improve these <br />problem properties. Councilmember Santos indicated that Mr. Glass is not alone, and <br />there are a number of other residents that have brought up this issue. <br /> <br />Regarding Mr. Norry's comments about the zoning, Councilmember Glaze asked if the <br />PD overlay is still in existence and whether the project complies with the current <br />zoning. Mr. Penaranda indicated that the PD overlay is in existence, and it is shown on <br />the vicinity map. Councilmember Glaze asked if it was one of the earlier PD overlays <br />that encompassed entire sections. Mr. Penaranda confirmed that this PD overlay <br />encompasses the apartments on both sides of the street. Mr. Horn added that the entire <br />section of Marina Boulevard was rezoned with a PD overlay in order to allow flexibility <br />from the RO District standards for the properties along the Marina Boulevard corridor. <br />Mr. Horn noted that there is no expiration date for the PD overlay; the expiration date <br />applies to the Planned Development. Councilmember Glaze asked if there are any plans <br />for widening Marina Boulevard. Mr. Penaranda stated that the Engineering and <br />Transportation Department reviewed the plans and made no mention of widening the <br />north side of Marina Boulevard. Councilmember Glaze asked if there are <br />undergrounding requirements. Mr. Jermanis recalled that at one time Marina Boulevard <br />was a priority for undergrounding, but the priority was changed to East 14th Street. He <br />indicated that the intent was to revisit the issue of utility undergrounding on Marina. <br />Mr. Jermanis also noted that there is no plan to further widen Marina Boulevard. <br /> <br />Councilmember Santos stated that he liked the comments that were made at the <br />Planning Commission meeting, particularly the positive comments made by Mr. Glass <br />and Mr. Manuel. He stated that he felt this is a very important proj ect, due to its <br />location at the entryway to the Marina, and it will be a great improvement to the area. <br /> <br />.
