<br />MINUTES Page 5 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-February 22, 2005 <br /> <br />3. Rules and Communications Committee Meeting of February 16, 2005. <br />Approved as submitted. <br /> <br />Recommendation for City Council Consideration: <br /> <br />a. Schedule consideration of an agreement with New World Systems for the <br />acquisition, installation and ongoing maintenance of the new CAD/RMS <br />system on the March 7, 2005 City Council agenda. <br /> <br />By consensus, the City Council approved this recommendation. <br /> <br />b. Schedule consideration of a change to the date of the City's general <br />municipal election to consolidate the election with the Statewide primary <br />election in even-numbered years, and to consolidate any ensuing run-off <br />election with the Statewide general election in November of even-numbered <br />years on a future City Council agenda. <br /> <br />Mayor Young noted the controversial nature of this subject and suggested <br />that a work session be held to discuss the various election-related issues on <br />which the Council and Rules and Communications Committee have been <br />working for some time. <br /> <br />By consensus, the City Council will hold a future work session to <br />discuss the various election-related issues, including consideration of a <br />change to the date of the City's general municipal election, instant run- <br />off voting and plurality vs. majority elections. <br /> <br />12. SPECIAL PRESENTATION <br /> <br />A. 2005 State of the City Address Presented by Mayor Young <br /> <br />Mayor Young delivered the 2005 State of the City Address with an accompanying <br />PowerPoint presentation. She announced that she will also present the State of the City <br />Address at the Chamber of Commerce Luncheon on March 3. Mayor Young thanked <br />Community Relations Representative Kathy Ornelas and the staffthat helped to develop <br />the presentation. <br /> <br />13. CITY COUNCIL COMMENTS <br /> <br />Vice Mayor Badger thanked Mayor Young for the great presentation. <br /> <br />Councilmember Grant commented that she appreciates Mayor Young's references in her <br />presentation to the President's proposed cuts to CDBG funding. She expressed hope that the <br />City has an action plan for presenting the impacts of the proposed cuts when the Council <br />travels to Washington, D.C. for the upcoming National League of Cities (NLC) Conference. <br />
