<br />MINUTES Page 15 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 21, 2005 <br /> <br />M/S/C Santos and Badger. Ayes: 7; Noes: 0 <br /> <br />. Minute Order No. 2005-016, Matter of Appointment of City Councilmembers to <br />the East Bay Dischargers Authority (EBDA) (1221) <br /> <br />Councilmember Nardine read a statement she prepared regarding the appointment <br />process. She stated that she had requested no change to the committees on which <br />she is currently serving, and it was her understanding that the Council had agreed <br />last year to give the Mayor a raise in exchange for her agreement to give up her <br />appointments on EBDA and the Alameda County Waste Management Authority. <br />Councilmember Nardine further stated that there is no policy stating that <br />Intergovernmental appointments are "meant for the Mayor," and Councilmembers <br />have previously served on Intergovernmental agencies. She requested that she be <br />allowed to continue serving on EBDA per the agreement she believes was made <br />by the City Council in 2004. <br /> <br />Mayor Young commented that when the appointments were made last year, she <br />made no agreement to give up the EBDA seat in exchange for a raise. She noted <br />that the Mayor has traditionally served on Intergovernmental boards for the <br />protection and promotion of the City through all regional governmental activities. <br />Mayor Young stated that she believes she has fulfilled her promise to relinquish <br />the EBDA seat to Councilmember Nardine, and she now requests to be returned to <br />the representative seat. <br /> <br />o East Bay Dischargers Authority (EBDA) (appointment of one <br />Representative and one Alternate; term of office is indefinite) <br /> <br />Representative: Mayor Young <br />Alternate: Councilmember Nardine <br /> <br />The City Council approved the appointments to the East Bay Dischargers <br />Authority (EDBA). <br /> <br />M/S/C Badger and Stephens.
