<br />MINUTES Page 16 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 21, 2005 <br /> <br />o City Council Ad Hoc Committee to Review Composition and Minutes of Council <br />Committees <br /> <br />o City Council Ad Hoc Committee to Suggest Membership for the Affordable <br />Housing Task Force <br /> <br />o Joint Oakland/San Leandro City Council Ad Hoc Committee <br /> <br />o San Leandro Collaborative (Informal) <br /> <br />The City Council approved the dissolution of obsolete City Council Ad Hoc <br />Committees. <br /> <br />M/S/C Santos and Badger. Ayes: 7; Noes: 0 <br /> <br />Mayor Young distributed a summary of committee appointments to Councilmembers, <br />and she thanked Councilmembers Santos and Badger for agreeing to serve on several <br />committees to assist those members with less available time to serve. <br /> <br />11. CITY COUNCIL REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />Councilmember Grant reported on the Associated Community Action Program <br />(ACAP). She indicated that ACAP receives federal Community Services Block Grant <br />(CSBG) funding from the Department of Health and Human Services, which are similar <br />to the federal Community Develop Block Grant (CDBG) funds that the City receives <br />from the Housing and Urban Development Department. Councilmember Grant noted <br />that CSBG funds are being threatened with reductions similar to those proposed for <br />CDBG. The ACAP administrators will be sending letters to their member cities <br />requesting that mayors write letters of support for the preservation of CSBG funds. <br /> <br />Councilmember Grant reported on the Alameda County Housing Authority. She <br />reported that the Section 8 Program includes a home ownership program, and a Section <br />8 participant will soon be purchasing a home in San Leandro. Councilmember Grant <br />noted that Councilmember Santos should be pleased, as he had previously expressed <br />hope that the home ownership program would assist an individual on Section 8 in <br />purchasing a home in San Leandro. She indicated that the Housing Authority will have <br />less funding to disburse in the coming year. Councilmember Grant expressed interest in <br />presenting a short PowerPoint presentation highlighting the work and programs of the <br />Housing Authority. Mayor Young suggested scheduling the item under <br />Presentations/Recognitions at a future meeting. <br /> <br />Mayor Young reported that the Bay Area Air Quality Management District (BAAQMD) <br />is celebrating its 50th anniversary this year. She expressed interest in showing a short <br />video on the BAAQMD and its work on air quality issues. <br />
