<br />MINUTES Page 3 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 21, 2005 <br /> <br />M/S/C Santos and Stephens. Ayes: 7; Noes: 0 <br /> <br />The newly appointed and reappointed Board and Commission members were <br />administered the Oath of Office by City Clerk Marian Handa. <br /> <br />e. Presentation by Mayor Young on the Use ofthe Mayor's Community Fund. <br /> <br />Mayor Young gave the history of the Mayor's Cup Golf Tournament and distributed a <br />report which listed the many recipients of the proceeds from the Mayor's Community <br />Fund. A copy of the report is attached to these minutes. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of Potential Amendments to the San Leandro Zoning Code Relating to <br />Minimum Lot Size in the C-RM Commercial Regional Mall Zoning District <br />(proposes changes to Zoning Code Section 2-678 to provide an administrative <br />exception to the minimum lot size for a parcel in the C-RM District). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J ermanis gave background on the matter and introduced Planner Sally Barros. Ms. <br />Barros described the proposed amendments to the San Leandro Zoning Code affecting <br />property at the Bayfair Center. <br /> <br />The Hearing was then opened to the public. <br /> <br />There being no comments from the public, and without objection, the Public Hearing <br />was closed. <br /> <br />Councilmember Starosciak expressed concern regarding parking lot issues at Bayfair <br />Center. She asked if there was a way to ensure that there is agreement between the <br />parcel owners regarding the sharing of the parking lot and other common areas. Ms. <br />Barros indicated that the Engineering & Transportation Department, Planning and City <br />Attorney's Office are all working to ensure that the agreements for parking are clearly <br />spelled out. <br /> <br />Mayor Young commented that she is also concerned that the legal documents clearly <br />address the sharing of parking by the property owners. <br /> <br />. Ordinance No. 2005-002, an Ordinance Adopting Amendments to the Zoning <br />Code Article 6, Section 2-678 Relating to the Minimum Lot Size in the C-RM <br />Commercial Regional Mall Zoning District.
