<br />MINUTES Page 4 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 21, 2005 <br /> <br />- Passed to Print <br /> <br />M/S/C Grant and Nardine. Ayes: 7; Noes: 0 <br /> <br />Councilmember Santos complimented the Planning Commission for its thorough <br />review of this item. He commented on the planning grant to find ways to make Bayfair <br />Center less car-oriented, stating that he supports the concept. Councilmember Santos <br />commented that he travels to Europe frequently, and he noted that many shopping <br />centers in Europe have no parking at all. <br /> <br />4. JOINT CITY COUNCIL/SAN LEANDRO REDEVELOPMENT AGENCY PUBLIC <br />HEARINGS <br /> <br />None <br /> <br />5. PUBLIC COMMENTS <br /> <br />Public Comments are limited to 3 minutes per speaker, subject to adjustment by the Mayor. <br />When you address the City Council, you should fill out a speaker card and submit it to the <br />City Clerk so the order of speakers may be determined and an official record of names and <br />addresses obtained. The public is invited to make comments on items of public interest NOT <br />listed on the Agenda. <br /> <br />Harold Perez, San Leandro resident, addressed the City Council regarding shopping carts <br />and overgrown trees in his neighborhood and the inadequate height of the Westgate Parkway <br />"fence" which abuts his property. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting that he is <br />trying to protect the City, and the Council failed to deliver a message and make it public. Mr. <br />Filipovich commented that the recent election was not conducted correctly. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />Mr. Jermanis responded to Mr. Perez's comments, indicating that Public Works staff is <br />looking into the shopping cart issue in the Timothy DriveIDavis West area. Mr. Jermanis <br />reported that he and the Engineering and Transportation staff examined the fence (sound <br />wall), and it has been constructed according to specifications. Mr. Jermanis noted that fences <br />are not always a consistent height due to elevation changes. He indicated that he will re- <br />examine the fence from Mr. Perez's perspective, although he stated that he does not believe <br />anything further can be done. <br />
