PUBLIC COMMENTS <br /> <br />Public Comments are limited to 3 minutes per speaker, subject to adjustment by the Mayor. <br />When you address the City Council, you should fill out a speaker card and submit it to the <br />City Clerk so the order of speakers may be determined and an official record of names and <br />addresses obtained. The public is invited to make comments on items of public interest NOT <br />listed on the Agenda. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, asking that none of the <br />comments attributed to him in the minutes be changed and stating that speakers' addresses <br />should be listed in the minutes. He commented regarding the November 2004 election and <br />City control over gas prices. <br /> <br />Harold Perez, San Leandro resident, addressed the City Council regarding public <br />participation on City issues, the height of the Westgate Parkway sound wall, advance <br />publicity regarding 4th of July enforcement measures and neighborhood preservation issues. <br /> <br />Christopher M. Malloy, San Leandro resident, addressed the City Council, stating that he <br />is a member of the Heron Bay Homeowners Association and expressing concerns regarding <br />the East Bay Municipal Utility District (EBMUD) Bayside Groundwater Project. Mr. Malloy <br />commented that he sent an email to the Council through the City website earlier today, asking <br />the Council to request EBMUD to extend the public comment period on the draft <br />Environmental Impact Report for the project, so that residents have the opportunity to review <br />and comment on the lengthy report. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />City Manager Jermanis responded to the comments by Mr. Perez regarding the height of the <br />sound wall, noting that while the wall may be shorter than the previous one, it has been <br />constructed at the specified height. <br /> <br />Regarding Mr. Malloy's concerns, Mr. Jermanis acknowledged receiving his email message. <br />He noted that Councilmember Starosciak in particular has been very concerned and involved <br />
