MINUTES Page 3 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-April 18, 2005 B. Commendation for James Mathews for 32 Years of Service to the Federal Aviation Administration. Mayor Young presented James Mathews with the commendation for his service to the FAA. Councilmembers expressed their appreciation to Mr. Mathews for his service. C. Proclamation Declaring April 26, 2005 as "Arbor Day" in San Leandro. Mayor Young presented the Arbor Day proclamation to Interim Public Works Director Mike Bakaldin. D. Proclamation Declaring April 25 - May 1, 2005 as West Nile Virus/Mosquito and Vector Control Awareness Week in San Leandro. Mayor Young presented the proclamation to Alameda County Mosquito Abatement District Manager John Rusmisel and Councilmember Nardine, who is the City's representative on the Mosquito Abatement District Board of Directors. Mayor Young announced that Mr. Rusmisel will be her guest in an upcoming segment on West Nile Virus for the "City Limits" local cable TV program. Mr. Rusmisel announced that this is the District's 75th anniversary. He reported on the growing concern over the spread of the West Nile Virus and described precautionary measures that residents can take to reduce the chance of infection. Councilmember Nardine thanked Mr. Rusmisel for his diligent efforts to inform the public about ways to control this serious health hazard. Mayor distributed Child Abuse Prevention Awareness Month pins to the Council. 3. PUBLIC HEARINGS Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the Mayor. When you address the City Council, you should fill out a speaker card and submit it to the City Clerk so the order of speakers may be determined and an official record of names and addresses obtained. A. Matter of Approval of FY 2005-2009 U. S. Department of Housing and Urban Development (RUD) Five Year Consolidated Plan and FY 2005-2006 Annual Action Plan (updates the housing and community development needs in San Leandro and the strategies for meeting those needs). This being the time and place for the Public Hearing on the above matter, City Manager Jermanis gave background on the item and introduced HousinglCDBG Manager Tom Liao. Mr. Liao described the City's efforts to solicit input during the public comment period, and noted the proposed changes to the first draft of the FY 2005-06 Annual Action Plan involving CDBG funds.
