<br />MINUTES Page 3 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-April 18, 2005 <br /> <br />B. Commendation for James Mathews for 32 Years of Service to the Federal Aviation <br />Administration. <br /> <br />Mayor Young presented James Mathews with the commendation for his service to the <br />FAA. Councilmembers expressed their appreciation to Mr. Mathews for his service. <br /> <br />C. Proclamation Declaring April 26, 2005 as "Arbor Day" in San Leandro. <br /> <br />Mayor Young presented the Arbor Day proclamation to Interim Public Works Director <br />Mike Bakaldin. <br /> <br />D. Proclamation Declaring April 25 - May 1, 2005 as West Nile Virus/Mosquito and <br />Vector Control Awareness Week in San Leandro. <br /> <br />Mayor Young presented the proclamation to Alameda County Mosquito Abatement <br />District Manager John Rusmisel and Councilmember Nardine, who is the City's <br />representative on the Mosquito Abatement District Board of Directors. Mayor Young <br />announced that Mr. Rusmisel will be her guest in an upcoming segment on West Nile <br />Virus for the "City Limits" local cable TV program. <br /> <br />Mr. Rusmisel announced that this is the District's 75th anniversary. He reported on the <br />growing concern over the spread of the West Nile Virus and described precautionary <br />measures that residents can take to reduce the chance of infection. <br /> <br />Councilmember Nardine thanked Mr. Rusmisel for his diligent efforts to inform the <br />public about ways to control this serious health hazard. <br /> <br />Mayor distributed Child Abuse Prevention Awareness Month pins to the Council. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of Approval of FY 2005-2009 U. S. Department of Housing and Urban <br />Development (RUD) Five Year Consolidated Plan and FY 2005-2006 Annual Action <br />Plan (updates the housing and community development needs in San Leandro and the <br />strategies for meeting those needs). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jermanis gave background on the item and introduced HousinglCDBG Manager Tom <br />Liao. Mr. Liao described the City's efforts to solicit input during the public comment <br />period, and noted the proposed changes to the first draft of the FY 2005-06 Annual <br />Action Plan involving CDBG funds. <br />
