<br />MINUTES Page 4 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-April 18, 2005 <br /> <br />The Hearing was then opened to the public. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, asking how much <br />of the plan will affect the Washington Manor area. <br /> <br />Elaine deColigny, Building Futures with Women and Children, addressed the City <br />Council regarding the housing crisis in the Bay Area and encouraged the Council to <br />ensure that the areas of the plan which address very low-income residents are <br />implemented. Ms. deColigny commented regarding the agency's request for additional <br />funding for its shelter improvements. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Councilmember Santos expressed surprise that no housing advocates made comments <br />on the Consolidated Plan. He pointed to an article in the San Francisco Chronicle <br />regarding the federal government's cutbacks to Section 8 housing funding. He <br />expressed concern that budget cuts at the federal level may keep the City from meeting <br />its affordable housing requirements. Councilmember Santos asked for a status report on <br />the land acquisition and building costs for the Senior Center. He asked if the City is on <br />target for meeting its goal for transitional or permanent supportive housing production. <br />Councilmember Santos expressed interest in adopting a neighborhood strategy plan to <br />improve the appearance of older neighborhoods. He expressed concern regarding the <br />income required to afford market rent housing, and stated that he would like to <br />encourage firms to improve incomes and working conditions for their employees. <br /> <br />.
