<br />MINUTES Page 14 <br />City of San Leandro City Council, San Leandro Redevelopment Agency, and San Leandro Public Financing Authority <br />Joint Meeting-May 16, 2005 <br /> <br />Councilmember Nardine expressed concern regarding the new building to be developed near <br />Bally's. She noted that the consultant who performed the parking study concluded that the <br />existing parking would not be impacted. However, the consultant was hired by the developer, <br />and she stated that she felt this illustrates a weakness in th~ system. Councilmember Nardine <br />pointed out that this project did not come before any Council Committee, nor was it discussed <br />with her, even though the project is in her district. She asked to have it noted for the record <br />that this is a weakness in the system which needs to be corrected. <br /> <br />Councilmember Starosciak commented on the meeting with EBMUD staff. As a result of <br />that meeting, a new community liaison group meeting will be held on June 8. <br />Councilmember Starosciak noted that a new community liaison group representative should <br />be appointed to replace her now that she is on the City Council. Mayor Young asked <br />Councilmember Starosciak to recommend someone for appointment. <br /> <br />Councilmember Stephens announced that there will be a meeting regarding the Broadmoor <br />Traffic Calming Study on May 25 at 6:30 p.m.. There will also be meetings regarding the <br />MacArthur Streetscape Project on May 26 at 3:30 p.m. (business leaders) and 6:30 p.m. <br />(community) to be held at Stepping Stones. Councilmember Stephens asked if the City has <br />any plans for a Memorial Day event. Mayor Young indicated that San Leandro usually holds <br />only a Veteran's Day event on November 11, and the Council is invited to the Chapel of the <br />Chimes in Hayward for Memorial Day services. <br /> <br />Councilmember Santos commented that the Redevelopment Advisory Committee Ad Hoc <br />Committee needs to meet. He thanked Police Chief Kitchen and City Manager Jermanis for <br />recovering former City Councilmember Mario Polvorosa's lost badge. The badge was <br />recently sold on eBay without the authority of Mr. Polvorosa's estate or the knowledge of his <br />family. Councilmember Santos stated that the badge will be donated to the City for <br />placement at the history museum next to Mr. Polvorosa's picture. Councilmember Santos <br />commented on the properties in his neighborhood which are owned by absentee landlords and <br />are not being adequately maintained. He expressed interest in strengthening the City's <br />Community Preservation Ordinance to increase the penalties against landlords that do not <br />maintain their properties. <br /> <br />Mayor Young apologized to the audience and to the Council for her conduct with regard to <br />Mr. Filipovich. She noted that Mr. Filipovich often directs his remarks to individual <br />Councilmembers rather than directing them through the Chair and that he often becomes <br />unruly and abusive. Mayor Young commented that she has refrained from ordering his <br />removal from the Council Chamber on many occasions. <br /> <br />Mayor Young complimented Chief Kitchen and the members of his staff for the awards they <br />received for the recovery of stolen vehicles. The officer who presented the awards noted that <br />the one car that had not been recovered belonged to the Mayor's husband. She reported that <br />the car was recovered today in Oakland. <br />
