PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of a Resolution Amending Title 6, Chapter 4 of the San Leandro <br />Administrative Code Relating to Fiscal Year 2005-06 Fees and Charges for Services <br />Provided by City Departments (amends City user fees and service charges, to be <br />effective July 1, 2005). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J ermanis gave an overview of the item and introduced Assistant to the City Manager <br />Cynthia Battenberg. Ms. Battenberg gave a short PowerPoint presentation describing <br />the fees proposed to be increased. <br /> <br />The Hearing was then opened to the public. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting that <br />the public does not have enough information to fully understand this item. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Councilmember Grant asked about the tennis court fees, stating that she thought the use <br />of the courts by individuals was free. Mr. Jermanis confirmed that the fee is charged for <br />reservation ofthe tennis courts for tournaments. <br /> <br />Councilmember Starosciak inquired about the fee for fire inspections, asking how the <br />rate compared to what the County charges and how the rate was calculated. Mr. <br />J ermanis indicated that Fire Chief Bill McCammon recommended rates that were <br />comparable to those charged for the unincorporated areas of the County, and Deputy <br />Fire Chief Sheldon Gilbert analyzed the fees which the Fire Department collects on <br />behalf of the City to determine which fees were below market. Additionally, staff <br />examined the fees charged by the Building Division to ensure that the total fees charged <br />for development activity are not onerous. Ms. Battenberg noted that the Building <br />Division and Fire Department reviewed their processes and fees for plan review last <br />year to eliminate redundancies. <br /> <br />Councilmember Starosciak pointed to the residential condominium conversion fee, and <br />suggested that the Council consider a conversion fee for commercial condominium <br />conversions as well. Mayor Young suggested that this matter can be considered by the <br />Business Development Committee in its review of the issue of commercial <br />condominium conversions. <br />
