Resolution No. 2005-059, Resolution Amending Title 6, Chapter 4 of the San <br />Leandro Administrative Code Relating to Fees and Charges for Services Provided <br />by City Departments. (l051/2318) <br /> <br />M/S/C Badger and Santos. Ayes: 7; Noes: 0 <br /> <br />B. Matter of PLN2005-00029; to Rezone the Property Known as the Former Daniel Best <br />Home at 1315 Clarke Street from P Professional District to P(PD) Professional, <br />Planned Development Overlay District; Planned Development to Restore the Use of <br />the Former Bed and Breakfast and Boarding House to a Single-Family Home and to <br />Use the Former Gardener's Cottage along the Southerly Edge of the Property for <br />Office Use; Assessor's Parcel Number 75-19-5; D. Friend (Applicant and Property <br />Owner) (restores the use of the house as a single-family home and converts the former <br />gardener's cottage into a psychiatrist's office). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J ermanis gave background on the matter and introduced Planner II Elmer Penaranda. <br /> <br />Mr. Penaranda gave a short PowerPoint presentation describing the proposal. He noted <br />that excerpts from the May 12, 2005 Planning Commission Meeting were provided to <br />the Council in its green folders. <br /> <br />Vice Mayor Badger asked if the Library-Historical Commission reviewed the proposal. <br />Mr. Penaranda confirmed that the Library-Historical Commission reviewed the <br />application at its meeting on April 19, 2005 and unanimously recommended the <br />rezoning and planned development. Vice Mayor Badger asked if there were any <br />plumbing issues related to the office space. Mr. Penaranda noted that the business <br />would require a restroom, and it would be addressed with the other interior issues. <br /> <br />Councilmember Nardine asked if the office space is accessible and whether a <br />handicapped parking space will be added. Mr. Penaranda indicated that accessibility is <br />a requirement, and this issue would be covered in the building permit stage. <br /> <br />The Hearing was then opened to the public. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, stating that while <br />he does not object to the proposal, he does object to the City's process. Mr. Filipovich <br />commented that no one has mentioned how much this will cost, who will pay for it and <br />for how long. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Mayor Young acknowledged a member of the audience who raised her hand and wished <br />to speak on the item. Mayor Young re-opened the Public Hearing and requested that the <br />speaker fill out a speaker card after she addressed the Council. <br />
