(l 009/1 099) <br /> <br />The City Council approved a Planned Development to restore the use of the <br />main structure on the property located at 1315 Clarke Street to a single- <br />family dwelling and to use the former gardener's cottage as professional <br />office use, subject to the recommended conditions of approval. <br /> <br />M/S/C Badger and Stephens. Matter of Consideration of an Ordinance Adding Chapter 6 ("Newsrack Regulations") <br />to Title 5 ("Streets and Parks") of the San Leandro Municipal Code (ensures that the <br />placement and appearance of newsracks in the public rights-of-way do not <br />unreasonably interfere with the public health, public safety and convenience, and to <br />preserve the aesthetic character of the Special Newsrack Districts, in particular). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J ermanis gave background on the item and introduced Planning Manager Debbie <br />Pollart. Ms. Pollart gave a short PowerPoint presentation providing information on the <br />proposed ordinance. <br /> <br />Pointing to pictures of existing newsracks, Councilmember Starosciak asked how the <br />ordinance would change them and by what process. Ms. Pollart indicated that the <br />pictures were taken in the proposed Newsrack District, and the newsracks would change <br />to be uniform throughout the district. The Director would make the choice with the <br />final approval made by the Council. <br /> <br />Councilmember Grant asked about the difference between the plastic and metal <br />newsracks. Ms. Pollart stated that the vendors preferred the metal racks because they <br />were harder to steal. While the ordinance states that no chaining is allowed, the vendors <br />would like to use some type of cabling to secure the racks if allowed by the City. <br /> <br />Councilmember Nardine recalled the intensive process for choosing light poles for the <br />downtown area and expressed appreciation for Councilmember Starosciak's concern for <br />
