She suggested having an ad hoc committee to <br />work with the Engineering and Transportation Director on the various options of bike <br />racks, street lights, newsracks, etc. Mayor Young suggested referring the matter to the <br />Facilities Committee may ultimately be more expedient. <br /> <br />The Hearing was then opened to the public. <br /> <br />There being no comments from the public, and without objection, the Public Hearing <br />was closed. <br /> <br />Vice Mayor Badger commented that he has hoped for such an ordinance since the time <br />he served on the Downtown Committee. He noted that while aesthetics are important, <br />he hoped that it would not delay the passage ofthe ordinance. <br /> <br />Councilmember Nardine confirmed that she would not want to delay the ordinance. <br />She suggested that in the future, there be a way to address newsracks on private property <br />in the planning process for new development. Mr. Jermanis stated that this is an <br />excellent suggestion, and the Planning Commission could make it a condition of <br />approval for future projects. He noted that having the Facilities Committee review the <br />design elements would also be a good idea. <br /> <br />Councilmember Grant asked if the deposit was refundable or if it was like an escrow <br />account. Ms. Pollart indicated that the deposit was like an escrow account, as the full <br />balance of the deposit would have to be maintained at all times, and any work required <br />to be done would be deducted from the deposit. Councilmember Grant asked whether <br />the ordinance is workable, since there are still issues such as the aesthetics question and <br />whether or not cabling will be allowed. Mr. Jermanis indicated that procedures will be <br />developed to implement the ordinance. Ms. Pollart noted that the Director will <br />recommend the type of news rack which will both meet the vendor's needs and adhere to <br />the ordinance. Councilmember Santos pointed to Section 5-6-305 of the proposed <br />ordinance, which addresses preserving the aesthetic character of the Special Newsrack <br />Districts. <br /> <br />.
