MINUTES Page 8
City of San Leandro City Council, San Leandro Redevelopment Agency, and San Leandro Public Financing Authority
Joint Meeting-May 16, 2005

Police Chief Kitchen has repeatedly heard the problems with Mr. Perez's neighbor and will
continue to look into the issues. Regarding the sound wall at Westgate Parkway, Mr.
J ermanis commented that the wall was designed for sound insulation rather than for screening
purposes. The City Engineer felt that a fence of 12-foot height would be of adequate height to
insulate noise, and a higher fence would be too imposing for the property owner.

City Attorney Jayne Williams commented that AB 194, sponsored by Assemblymember
Dymally, was withdrawn from Committee due to the outpouring of opposition from cities.

7.
