JOINT CITY COUNCIL/SAN LEANDRO REDEVELOPMENT AGENCY PUBLIC <br />HEARINGS <br /> <br />None <br /> <br />5. PUBLIC COMMENTS <br /> <br />Public Comments are limited to 3 minutes per speaker, subject to adjustment by the Mayor. <br />When you address the City Council, you should fill out a speaker card and submit it to the <br />City Clerk so the order of speakers may be determined and an official record of names and <br />addresses obtained. The public is invited to make comments on items of public interest NOT <br />listed on the Agenda. <br /> <br />Chris Malloy, San Leandro resident, addressed the City Council, regarding the East Bay <br />Municipal Utility District (EBMUD) Bayside Groundwater Project. He submitted a copy to <br />Mayor Young through the City Clerk of a letter by the Heron Bay Homeowners Association <br />to EBMUD commenting on the Bayside Groundwater Project Draft EIR. He summarized the <br />contents of the letter and requested that the Council consider a resolution demanding that <br />EBMUD immediately abandon the project. <br /> <br />Harold Perez, San Leandro resident, addressed the City Council, suggesting that the City <br />license cats. Mr. Perez expressed concerns regarding problems with his neighbor and the <br />landscaping of Westgate Parkway. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting regarding <br />the urgent matter acted on at the May 2, 2005 City Council Meeting and partisan versus non- <br />partisan elections and representation. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />Mr. J ermanis responded to the comments made by Mr. Malloy. He noted that the City <br />Council requested an extension of the public comment period, and the City submitted <br />comments on the EBMUD Draft EIR which reflected all the comments and concerns the <br />Council has heard regarding the project. Additionally, Councilmember Starosciak met with <br />the residents of Heron Bay, read the entire Draft EIR and submitted her comments to the staff, <br />and her comments were included in the City's comments. Mr. Jermanis stated that it is now <br />incumbent upon the City to follow the process and await the response from EBMUD to the <br />City's comments before further action is taken. He encouraged the residents of Heron Bay to <br />continue to work with the City Council to ensure that the process is being followed and the <br />appropriate actions are being taken. Mr. Jermanis stated that once staff receives EBMUD's <br />response to the City's comments, it will be reported to the Council. <br /> <br />Regarding Mr. Perez's suggestion to license cats, Mr. Jermanis commented that the City has <br />looked into the possibility in the past, but noted the difficulty in doing so.
