<br />MINUTES Page 4 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-June 6, 2005 <br /> <br />Britt Evans, the applicant, addressed the City Council, stating that the project has <br />been a year in the planning and most of the issues with the project have been <br />addressed. Mr. Evans introduced Dan Hale, the project architect. Mr. Hale gave <br />additional details regarding the proposed project. <br /> <br />Councilmember Nardine asked whether the signal light at Merced and Williams is the <br />only other signal light installed in the City which operates like the one proposed for <br />this project. She expressed concern that the intersection signalization could confuse <br />dri vers, and they might pull into the intersection at the wrong time. Engineering and <br />Transportation Director Uche Udemezue confirmed that the signal light at Merced <br />and Williams is the only other such light, and it works quite well under heavier traffic <br />conditions than are expected for this project. Councilmember Nardine reiterated her <br />concern regarding the safety of the signal light. <br /> <br />Councilmember Nardine also expressed concern regarding the parking within the <br />development and the design of the homes. She noted that although the units are very <br />attractive, inclusionary housing is supposed to be indistinguishable from market rate <br />housing from the exterior. She stated that, in her opinion, the tandem garages cause <br />the affordable units to stand out from the market rate units. <br /> <br />Councilmember Nardine asked whether the Planning Commission had received all of <br />the materials that the Council had received. Mr. Penaranda confirmed that the <br />Planning Commission had received the same materials. Councilmember Nardine <br />expressed concern that the issues outlined in the reports, such as noise mitigation and <br />ventilation, were not addressed in tonight's presentation. Mr. Penaranda indicated <br />that the developer would need to address the noise mitigation issue as part of the <br />Mitigation Monitoring Plan and the Conditions of Approval for the project. <br />Councilmember Nardine expressed concern that the developer has not yet specified <br />how certain issues will be addressed; that a General Plan amendment is being <br />proposed; and that it has not been stated which of the two options for the sanitary <br />sewer has been chosen. She asked about the findings in the Environmental Site <br />Assessment and if the recommended actions would be followed. Mr. Penaranda <br />stated that the items are addressed in the draft Mitigation Monitoring Plan. <br />Councilmember Nardine inquired about fire hydrants and police services for the park. <br />Mr. Penaranda stated that the exact placement of fire hydrants has not yet been <br />determined, and the park would require police services. <br /> <br />Councilmember Nardine asked when the signal light would be completed. Mr. <br />Udemezue indicated that the signal light would need to be completed and functional <br />by the time the project is completed. Councilmember Nardine noted that construction <br />vehicles would be required to make right turns in and out of the project until the <br />signal light is completed. <br /> <br />Councilmember Nardine asked about the developer's offer to the Chin family <br />regarding their current driveway. She asked who would bear the cost for the <br />improvements to the driveway. Mr. Penaranda stated that the terms could be agreed <br />upon by the Chin family and the developer and could be included as a condition in the <br />
