<br />MINUTES Page 13 <br />City of San Leandro City Council, San Leandro Economic Development Agency, San Leandro Housing Finance <br />Corporation, San Leandro Parking Authority, San Leandro Public Financing Authority, and San Leandro <br />Redevelopment Agency Joint Meeting-June 20, 2005 <br /> <br />Public Comments on Item 8.R.: <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, stating that <br />consolidating a partisan election with a non-partisan election confuses the voter. <br /> <br />End of Public Comments <br /> <br />Councilmember Starosciak commented that it is important to hold the City's general <br />election and runoff election in the same year. She expressed the need for the Council to <br />adopt ordinances setting forth specific guidelines for conducting the runoff election or, <br />alternatively, consider a return to plurality elections. <br /> <br />Councilmember Nardine pointed out for the record that changing the date ofthe General <br />Municipal Election will increase cost of that election by $20,000 or more. Mayor <br />Young noted that the while this is true, the cost of the subsequent runoff election would <br />be considerably less than the runoff election held earlier this year. <br /> <br />Councilmember Santos commented that he is opposed to the change in election dates <br />due to the possibility that Instant Runoff Voting will be available for use in the 2008 <br />General Municipal Election. <br /> <br />. Ordinance No. 2005-008, an Ordinance Relating to the General Municipal <br />Election of 2006 and Providing for the Continued Consolidation of the General <br />Municipal Election with the Statewide Primary Election. Minute Order No. 2005-027, Motion Directing Staff to Draft an Ordinance <br />Rescinding Ordinance No. 2004-012 and Establishing Procedures for the Conduct <br />of a Special Municipal Run-off Election, if Needed, to Be Consolidated with the <br />Statewide General Election in November 2006, for Council's Consideration in <br />June 2006. (1055) <br /> <br />The City Council moved to direct staff to draft an ordinance rescinding <br />Ordinance No. 2004-012 and establishing procedures for the conduct of a <br />special municipal run-off election, if needed, to be consolidated with the <br />Statewide General Election in November 2006, for Council's consideration in <br />June 2006. <br /> <br />M/S/C Starosciak and Stephens.
