(1203/2822) <br /> <br />The City Council moved to direct staff to prepare an ordinance establishing <br />an increase to the current Business License Tax and Emergency Medical <br />Services (EMS) tax and to prepare resolutions to place both proposals on the <br />June 2006 ballot. <br /> <br />M/S/C Badger and Santos. PUBLIC COMMENTS <br /> <br />Public Comments are limited to 3 minutes per speaker, subject to adjustment by the Mayor. <br />When you address the City Council, you should fill out a speaker card and submit it to the <br />City Clerk so the order of speakers may be determined and an official record of names and <br />addresses obtained. The public is invited to make comments on items of public interest NOT <br />listed on the Agenda. <br /> <br />Dan Henriques, San Leandro resident, addressed the City Council, relating a scenario <br />involving the issue of discrimination versus miscommunication. Mr. Henriques commented <br />regarding unequal treatment from businesses and equal protection under the law. <br /> <br />Seth Israel and Mitch Solomon, the Olson Company, addressed the City Council regarding <br />the Olson Company's partnership with the City on the development ofthe Town Hall Square <br />site and its experience in mixed use development. <br /> <br />Darlene Evans, San Leandro resident, addressed the City Council regarding problems with <br />fireworks in her neighborhood and various youth, employment and budget issues. <br /> <br />Harold Perez, San Leandro resident, addressed the City Council regarding issues with the <br />Airport Noise Insulation Program, garbage fees and fireworks. He provided a printout to the <br />Council which showed the flight paths of airplanes passing over his home en route to the <br />Oakland International Airport. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council regarding the public <br />hearing procedures and the inability of audience members to participate in the Council <br />discussion after the public hearing is closed. <br />
