CITY COUNCIL COMMENTS <br /> <br />Vice Mayor Badger thanked the Police Department for its fireworks enforcement efforts. He <br />expressed concern that the new trash enclosures installed downtown have about a 3-foot gap <br />between the roof and the brickwork, and the gap should be covered. Vice Mayor Badger <br />noted that young children have been hoisted through the gap in the enclosure of the Palma <br />Plaza trash enclosure to scavenge for recyclables and have gotten trapped inside. <br /> <br />Councilmember Grant requested that the City look into the possibility of an ordinance to <br />prohibit used car sales on busy streets. It was the consensus of the Council to have staff <br />research this issue. <br /> <br />Councilmember Nardine thanked the Police and Fire Departments for their fireworks <br />enforcement efforts. She expressed disappointment that no citations for fireworks were <br />issued this year. Councilmember Nardine asked if there was a way to work with FedEx and <br />UPS to track fireworks shipped in from out of state. She requested a breakdown of the police <br />service calls by district, and she suggested that the City be proactive in its enforcement of <br />areas where fireworks are known to be used. <br /> <br />Councilmember N ardine commented that lawn signs and handheld signs are springing up on <br />the weekends, and she suggested the sign ordinance should address the appropriateness of <br />these types of signs. She requested a report on the City's strategy for business recruitment <br />and commented that it seems as though other local cities are better able to attract quality <br />businesses and restaurants. <br /> <br />Councilmember Starosciak commented that there has been no culture created in San Leandro <br />for respecting the ban on fireworks. She noted that the City needs to keep sending the <br />message that fireworks are a hazard and a nuisance until that message is heard. <br /> <br />Councilmember Santos commented regarding Mr. Filipovich's mention about "Bloody <br />Thursday." He stated that he felt the fireworks activity in San Leandro was down from last <br />year and stated the Police Department did a tremendous job overall. He commented that he <br />felt the use of safe and sane fireworks breeds the use of illegal fireworks. Councilmember <br />Santos read "A Poem to the Nation," which was written by his neighbor, Rose D. Bryczek, <br />and published in the Daily Review. <br />
