MINUTES Page 8 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-July 5, 2005 10. ACTION ITEMS Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the Mayor. A. Ordinance No. 2005-008, an Ordinance Relating to the General Municipal Election of 2006 and Providing for the Continued Consolidation of the General Municipal Election with the Statewide Primary Election. (1055) Public Comments on Item 10.A.: Lou Filipovich, San Leandro resident, addressed the City Council regarding San Leandro elections. End of Public Comments The Council discussed the issues involved with holding run-off elections and majority versus plurality elections. Councilmember Nardine commented that in the future, any request from the community to the City Council for a Charter amendment should go through the petition process. Mayor Young agreed with Councilmember Nardine's comment. Councilmember Santos commented that he feels it is unnecessary to change the election date, and the Council should have had a fuller discussion on the subject. He suggested one option would be to reduce the percentage of votes required to win election. Mayor Young noted that the City Charter would need to be amended in order to return to plurality elections. - Adopted M1S/C Starosciak and Grant. Ayes: 4; Noes: 2 (Santos and Nardine); Absent: 1 (Stephens) Mayor Young pointed out that one of the actions taken under Item 8.E. was the renomination and reappointment of Millicent Miles as a tenant representative on the Rent Review Board. Discussion ensued regarding the reappointment process for the Rent Review Board. Mayor Young announced that Ms. Miles was in the audience. Mayor Young thanked Ms. Miles for her service on the Rent Review Board and asked her to attend the July 18, 2005 City Council Meeting to take her Oath of Office.
