<br />MINUTES Page 8 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-July 5, 2005 <br /> <br />10. ACTION ITEMS <br /> <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br /> <br />A. Ordinance No. 2005-008, an Ordinance Relating to the General Municipal Election of <br />2006 and Providing for the Continued Consolidation of the General Municipal Election <br />with the Statewide Primary Election. (1055) <br /> <br />Public Comments on Item 10.A.: <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council regarding San <br />Leandro elections. <br /> <br />End of Public Comments <br /> <br />The Council discussed the issues involved with holding run-off elections and majority <br />versus plurality elections. <br /> <br />Councilmember Nardine commented that in the future, any request from the community <br />to the City Council for a Charter amendment should go through the petition process. <br />Mayor Young agreed with Councilmember Nardine's comment. <br /> <br />Councilmember Santos commented that he feels it is unnecessary to change the election <br />date, and the Council should have had a fuller discussion on the subject. He suggested <br />one option would be to reduce the percentage of votes required to win election. <br /> <br />Mayor Young noted that the City Charter would need to be amended in order to return <br />to plurality elections. <br /> <br />- Adopted <br /> <br />M1S/C Starosciak and Grant. Ayes: 4; Noes: 2 (Santos and Nardine); Absent: 1 <br />(Stephens) <br /> <br />Mayor Young pointed out that one of the actions taken under Item 8.E. was the <br />renomination and reappointment of Millicent Miles as a tenant representative on the <br />Rent Review Board. Discussion ensued regarding the reappointment process for the <br />Rent Review Board. <br /> <br />Mayor Young announced that Ms. Miles was in the audience. Mayor Young thanked <br />Ms. Miles for her service on the Rent Review Board and asked her to attend the July 18, <br />2005 City Council Meeting to take her Oath of Office. <br />
