<br />MINUTES Page 13 <br />City of San Leandro City Council, San Leandro Redevelopment Agency, and San Leandro Hillside Geologic Hazard <br />Abatement District Joint Meeting-July 18, 2005 <br /> <br />Vice Mayor Badger commented that this change has been a long time in coming and <br />will strengthen the City's ability to deal with non-compliant businesses. <br /> <br />Councilmember Grant asked if the ordinance would apply to both ACI and Waste <br />Management. Public Works Services Director Mike Bakaldin indicated that Oro Lorna <br />Sanitary District has exclusive jurisdiction over approximately 40% of the city and is <br />not subject to the conditions of the ordinance. He noted that the cost for the citywide <br />collection of public litter containers is borne solely by ACI customers. Mr. Jermanis <br />pointed out that there is an inequity between the two service providers which the City <br />will need to address in the future. He noted that Oro Lorna is a separate governmental <br />entity. <br /> <br />Councilmember Starosciak asked if the requirement to have garbage service is new. <br />Mr. Jermanis indicated that the City has always required garbage service but has <br />allowed certain residential and commercial customers to self-haul. Mr. Bakaldin noted <br />that the exemption process will be more formalized than in the past. <br /> <br />Councilmember Starosciak commented that she would like the Finance Committee to <br />review the lien process for garbage service when it reviews the process for other fees. <br />Mr. Jermanis indicated that garbage fees will be included in the Finance Committee's <br />review of the lien process for delinquent fees. <br /> <br />Councilmember Santos commented that there is a need for further discussion with ACI <br />regarding service issues, giving an example of a problem with a complex on Doolittle <br />Drive. <br /> <br />Public Comments on Item 8.1.: <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council regarding the Oro <br />Lorna Sanitary District and the service it provides. <br /> <br />End of Public Comments on Item 8.1. <br /> <br />- Passed to Print <br /> <br />M/S/C Badger and Santos. (1500) <br /> <br />Councilmember Santos commented that he believes Meyers Nave is a vendor, and the <br />City should follow the process for approving amendments to vendor agreements and <br />have the matter reviewed by the Finance Committee, then approved by the City Council. <br />Councilmember Starosciak concurred with Councilmember Santos and stated that she <br />
