Resolution No. 2005-116, Resolution Declaring the City Council's Intention to <br />Establish the West San Leandro Shuttle Business Improvement District (BID) and <br />Setting a Public Hearing Relating Thereto for September 19, 2005 (reestablishes the <br />BID in order to assist in the continued funding of the LINKS Shuttle service). (2993) <br /> <br />Councilmember Nardine asked how the $135,000 would be covered in the event the <br />BID fails. Mr. Jermanis indicated that the shortfall would be covered by <br />Redevelopment Agency funds. Resolution No. 2005-117, Resolution Authorizing the City Manager to Execute an <br />Agreement with the Metropolitan Transportation Commission (MTC) to Provide <br />$266,666 in Low Income Flexible Transportation (LIFT) Program Funds for Operation <br />of the LINKS Shuttle Bus Service (authorizes submittal of grant application to provide <br />funding for shuttle operation for two years effective February 16, 2005). Matter of Modification of City Council Meeting Agenda Text to Explain Acting on <br />Urgent Items (modifies wording on agenda cover sheet to inform the public about the <br />Council's ability to act on items not listed on the posted agenda). <br /> <br />Councilmember Starosciak expressed concern that if the recommended wording is <br />added to the "Public Participation" section of the agenda, it may appear as though the <br />public can request that items be placed on the agenda by a two-thirds vote of the <br />Council. Councilmember Grant suggested that the wording be placed under the <br />"Agendas" section rather than the "Public Participation" section. <br /> <br />.
