Resolution No. 2005-116, Resolution Declaring the City Council's Intention to Establish the West San Leandro Shuttle Business Improvement District (BID) and Setting a Public Hearing Relating Thereto for September 19, 2005 (reestablishes the BID in order to assist in the continued funding of the LINKS Shuttle service). (2993) Councilmember Nardine asked how the $135,000 would be covered in the event the BID fails. Mr. Jermanis indicated that the shortfall would be covered by Redevelopment Agency funds. Resolution No. 2005-117, Resolution Authorizing the City Manager to Execute an Agreement with the Metropolitan Transportation Commission (MTC) to Provide $266,666 in Low Income Flexible Transportation (LIFT) Program Funds for Operation of the LINKS Shuttle Bus Service (authorizes submittal of grant application to provide funding for shuttle operation for two years effective February 16, 2005). Matter of Modification of City Council Meeting Agenda Text to Explain Acting on Urgent Items (modifies wording on agenda cover sheet to inform the public about the Council's ability to act on items not listed on the posted agenda). Councilmember Starosciak expressed concern that if the recommended wording is added to the "Public Participation" section of the agenda, it may appear as though the public can request that items be placed on the agenda by a two-thirds vote of the Council. Councilmember Grant suggested that the wording be placed under the "Agendas" section rather than the "Public Participation" section. .
