<br />MINUTES Page 17 <br />City of San Leandro City Council, San Leandro Redevelopment Agency, and San Leandro Hillside Geologic Hazard <br />Abatement District Joint Meeting-July 18, 2005 <br /> <br />Recommendation for City Council Consideration: <br /> <br />a. Schedule consideration of drafted Guidelines for Citizen Appointments to <br />Airport Research Groups, Advisory Committees and Forums and <br />incorporation into the City Council Handbook. <br /> <br />By consensus, the City Council approved this recommendation. <br /> <br />2. Facilities Committee Meeting of June 22, 2005. Accepted as submitted. <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Councilmember Starosciak commented that the foundation for the Manor Branch Library was <br />poured today. Regarding the Manor Pool, she suggested that there be signage posted <br />indicating when the pool will be closing. <br /> <br />Councilmember Stephens commented regarding the need to improve the City's Community <br />Preservation Ordinance. He noted that a vehicle loaded with garbage or used for storage can <br />be parked legally on a public street. Councilmember Stephens requested the support of his <br />colleagues in strengthening the ordinance to make such situations illegal. Mr. Jermanis noted <br />the growing concern with legally registered vehicles that are not technically in violation of the <br />California Vehicle Code but are unsightly and a nuisance. Staff is researching the issue to <br />determine what can be done to address it. Ms. Williams stated that if it is a situation that <br />clearly constitutes a public nuisance, the City may be able to make a case for judicial <br />enforcement. <br /> <br />Councilmember Santos commented that it has been alleged that the City of San Leandro is <br />being investigated by the State Legislature for our redevelopment process and asked if this <br />can be verified. <br /> <br />Mayor Young commented that last week she was invited to the Sundance Summit in Utah. <br />The summit was convened by Mayor Rocky Anderson of Salt Lake City, actor Robert <br />Redford and former U.S. Vice President Al Gore. The summit dealt with the subject of <br />global warming and greenhouse gas emissions. Mayor Young asked if the Council would be <br />interested in a report on the issue of greenhouse gas emissions. There was consensus of the <br />Council to receive a report. <br /> <br />Mayor Young announced that tonight's meeting would be adjourned in memory of Lorna <br />Chenoweth, the founder of the Davis Street Community Center. <br />
