MINUTES Page 16
City of San Leandro City Council, San Leandro Redevelopment Agency, and San Leandro Hillside Geologic Hazard
Abatement District Joint Meeting-July 18, 2005

Councilmember Nardine commented that while she has faith in the BZA and has read
the minutes of its meetings, she did not realize that the BZA would be making the final
determination on this particular project. Rather, she believed that the BZA would make
a recommendation to the Council. She expressed concern that a project of this
magnitude and importance should be reviewed by the City Council or the Business
Development Committee.

Mr. Jermanis noted the difficulty in identifying those projects which are of significance
to the Council and will try to develop a better process for informing the Council of
projects which may be of particular interest to them. He stated that while the BZA acts
in the best interest of the Council and saves the Council a good deal of time, a
Councilmember has the ability to appeal a BZA decision.

Mayor Young suggested that if the Council is interested in an item which will be
considered by the BZA or Planning Commission, a joint meeting with the Council could
be held.

Councilmember Nardine requested that as a courtesy, projects of this magnitude be
referred to the Business Development Committee.

Vice Mayor Badger stated that he feels the BZA should be left as it is, and projects such
as this one should be referred to the Business Development Committee.

Mayor Young suggested that any project proposed for the Albertson's site on East 14th
Street be reviewed by the Business Development Committee.

No action taken.

C. Report on Closed Session Actions Taken

None.

11. CITY COUNCIL REPORTS

A. Reports on Intergovernmental Agencies

None.

B. Reports on City Council Committees

1. Airport Committee Meeting of July 7, 2005. Accepted as submitted.
