ITEMS REMOVED FROM CONSENT CALENDAR <br /> <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br /> <br />8.K. Resolution No. 2005-124, Resolution of Award of Contract to Sausal Corporation for <br />Washington Manor Park Aquatics Center, Project No. 210-62-002 and Appropriation of <br />Park Development Funds (recommends award to the lowest bidder for bid amount of <br />$5,300,600.00). Bids opened July 18, 2005. Funding: Per Capita grant funding, <br />Roberti-Z'Berg-Harris (RHZ) grant funding, and Park Development funds. (3058) <br /> <br />Mr. Jermanis commented on the bid process for the project and the reasons the bids <br />exceeded the Engineer's estimate. Staff raised concerns that if the project were re-bid, <br />there would be a time delay and no assurance that the new bid results would be better. <br />Based on these concerns, as well as the community's expectations and input, it is <br />recommended that the project proceed so that the Aquatics Center can be ready for use <br />next summer. <br /> <br />Councilmember Starosciak stated that this is an important recreation facility for District <br />4, and she strongly supports the project. She complimented the Engineering and <br />Transportation Department for its work on the bid and expressed appreciation to the <br />City Manager for his efforts to bring the project forward. She stated that she would <br />have liked to see the alternate additions to the project, but recognizes that the project as <br />presented is what the City can presently afford. <br /> <br />Councilmember Nardine expressed disappointment that the committee that worked to <br />develop the design and use concepts will not see the project they envisioned. She <br />commented that few children in the community have the opportunity to participate in <br />competitive swimming. Councilmember Nardine commented that, once built, there will <br />be little chance of expanding the pool. <br /> <br />Mr. Jermanis acknowledged that the City Council Facilities Committee spent a good <br />deal oftime studying the project. He pointed out that the layout ofthe facility allows for <br />the addition of a competitive pool at a later date, while ensuring that the basic <br />recreational facility could be built now. Mr. Jermanis stated that the City would not be <br />precluded from adding a competitive pool in the future when funding is available. <br /> <br />Public Comments on Item 8.K.: <br /> <br />Diana Souza, San Leandro resident, addressed the City Council, stating that she is a <br />swimming advocate, has participated on the Aquatics Task Force, and is a member of <br />
