G. Prior to the issuance of building permits for the project, the Applicant shall dedicate 10 feet of frontage, as shown by the Plan Line established by Ordinance 67-44, to the City of San Leandro. H. Prior to the issuance of building permits for the project, the Applicant shall obtain an Encroachment Permit from the Engineering and Transportation Department for any work within the public right-of-way. I. The applicant shall construct a 10-foot widening of Marina Boulevard along the property frontage constructing new City standard sidewalk, driveway, curb and gutter in the same alignment as the existing curb and gutter east of the properties prior to receiving final occupancy for the building. J. Prior to the issuance of building permits, the Developer shall submit for approval by the City Engineer, an estimate of the cost of all work and improvements to be performed within the public rights-of-way. K. Construction activity within the City's right-of-way shall not commence prior to 8:00 a.m. and shall cease by 4:00 p.m., Monday through Friday, unless otherwise approved in writing by the City Engineer. There shall be no construction activity within the City's right-of-way on Saturdays, Sundays and federal or state holidays. Truck hauling activities shall be restricted to 8:00 a.m. to 4:00 p.m., Monday to Friday, unless otherwise approved by the City Engineer. L. The City's municipal storm water permit requires that the project implement site design measures to minimize land disturbance, the creation of impervious surface area and changes in volume, flow, rate, timing and duration of runoff. It requires the project to implement source control measures and post-construction storm water treatment controls that control sources of pollutants associated with the post- construction phase of a project. Examples of appropriate site design features, source control measures and post-construction storm water treatment controls can be found on the Alameda Countywide Clean Water Program (ACCWP) website: www.cleanwaterprogram.org. M. The City's municipal storm water permit requires that all runoff be treated to remove sediment and water borne pollutants prior to discharge into a public facility. Examples of control measures include, but are not limited to: routing of pavement and roof runoff through vegetated swales, vegetated filter strips or landscaped areas in lieu of direct hydraulic connection to the storm drain system; structural control measures, such as sand filter(s) or other methods that may be proposed by the applicant and approved by the City Engineer to intercept and pre-treat storm water prior to discharging to the storm drain system; and/or other Best Management Practices that the applicant may propose.
