<br />MINUTES Page 4 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-September 19, 2005 <br /> <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of Approval of Consolidated Annual Performance and Evaluation Report <br />(CAPER) of the 2004-0S Consolidated Action Plan (approves the CAPER, as required <br />by the U.S. Department of Housing and Urban Development [HUD] regulations, <br />describing all the projects undertaken and funds expended during the program year, as <br />formulated by the Consolidated Action Plan for 2004-0S). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jermanis gave background on the item and introduced Housing and CDBG Manager <br />Tom Liao. Mr. Liao gave a short PowerPoint presentation providing information on the <br />activities reported in the CAPER. <br /> <br />Mr. Liao provided responses to claritying questions posed by the Council. <br /> <br />The Hearing was then opened to the public. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting that <br />members of the audience cannot understand the Council's business based on what is <br />listed in the agenda. He commented that this process is connected to redevelopment and <br />that City Council and Redevelopment Agency proceedings should be separated. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Mr. Jermanis clarified for the audience that this matter has no connection to <br />redevelopment. <br /> <br />Councilmember Grant commented that the report shows the Council has taken bold <br />steps in the area of housing, including increasing the First-Time Homebuyer program, <br />adopting Inclusionary Housing policies and approving affordable housing units. <br /> <br />. Resolution No. 2005-136, Resolution Approving the 2004-0S Consolidated <br />Annual Performance Evaluation Report (CAPER) and Authorizing Submission <br />Thereof by the City Manager. (2096) <br /> <br />MfS/C Grant and Badger. Ayes: 7; Noes: 0 <br /> <br />B. Matter of Consideration of an Ordinance Creating the West San Leandro Shuttle <br />Business hnprovement District (BID) (allows the City Council, at its discretion, to <br />reestablish a slightly modified West San Leandro Shuttle BID provided less than SO% <br />protest vote is received from the affected business owners). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J enn ani s gave background on the matter and introduced Business Development <br />Manager Luke Sims.
