Mr. Sims noted that 100% of the <br />businesses in the BID have paid the assessment. <br /> <br />LINKS Shuttle Executive Director Gordon Galvan gave a PowerPoint presentation on <br />the history of the LINKS Shuttle; funding, cost and rider information; and the need for <br />continued operation of the Shuttle to serve the West San Leandro business community <br />and residents and the Davis Street Family Resource Center. <br /> <br />The Hearing was then opened to the public. <br /> <br />Bella Comelo, San Leandro resident, addressed the City Council, speaking in support <br />of the LINKS Shuttle and commenting on problems with AC Transit service. <br /> <br />Catherine Brewer, representing the Davis Street Family Resource Center, <br />addressed the City Council, reading a letter on behalf of Executive Director Rose <br />Padilla Johnson. Ms. Padilla Johnson's letter expressed support for the LINKS Shuttle <br />for both CalWorks recipients and workers in West San Leandro. <br /> <br />DeeAnn Louis, North Face employee, addressed the City Council on behalf of herself <br />and seven co-workers. She commented that the LINKS Shuttle provides North Face <br />employees with economical and reliable transportation to work and to local businesses. <br />She commented favorably regarding the service and drivers. <br /> <br />Bertha Santos, San Leandro resident, addressed the City Council, urging the Council <br />to retain the Shuttle and commenting that AC Transit Line 55 "takes too much time." <br /> <br />Elvera Gonzalez, San Leandro resident, addressed the City Council in support of the <br />Shuttle. She commented on the friendly, helpful service provided by the Shuttle drivers <br />and the need for the Shuttle by low-income wage earners like herself. <br /> <br />Michael Jacobowitz, San Leandro resident, addressed the City Council in opposition <br />to the BID. He commented that there are defects in the process, including businesses <br />which are leaving San Leandro but still allowed to vote. He commented that the <br />program overhead is too high, and the City should supervise the program. Mr. <br />Jacobowitz further commented that the protest votes which have been cast using his <br />form are votes for continuing protest and disestablishment ofthe BID. <br /> <br />Michelle Jeter, San Leandro resident, addressed the City Council regarding problems <br />with AC Transit service and the superior safety of the LINKS Shuttle service. She <br />urged the Council to retain the LINKS. <br /> <br />Darryl Ray, Alpha Innotech Corporation, addressed the City Council in support of <br />the LINKS service. He commented that he and his employees have used the service. <br />Mr. Ray stated that business owners in San Leandro have received benefit from being in <br />this community, and it is important to give back to the community. <br /> <br />
