<br />MINUTES Page 9 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-September 19, 2005 <br /> <br />comparison between the LINKS and Flex Shuttles and the possibility of charging a rider <br />fee to generate revenue in future years. <br /> <br />Vice Mayor Badger commented that the program income should match expenditures. <br />He questioned the value of charging through farebox, noting that there are issues and <br />costs involved in doing so, such as having bonded drivers. Vice Mayor Badger <br />commented that a business could register the loudest protest by withholding payment of <br />the BID assessment, and he pointed out that all businesses within the BID paid their <br />assessments. He stated his support for the LINKS Shuttle service. <br /> <br />Councilmember Stephens expressed concern that the budget information provided does <br />not give a clear picture of the program's finances. He stated that he would support the <br />reformation of the BID on the condition that the financial data provided to the Council <br />in subsequent years includes the budgeted revenues and expenditures for the previous <br />year, the actual revenues and expenditures for the previous year, and the proposed <br />budget for the upcoming year. He also requested a balance sheet showing the <br />operation's assets, liabilities, receivables and payables. <br /> <br />Mayor Young expressed agreement with her colleagues' comments regarding the <br />necessity for the Shuttle and stated that she feels the service has performed admirably. <br />She indicated that she has lobbied heavily for the grants that the program has received <br />from MTC and the Bay Area Air Quality Management District. Mayor Young stated <br />that the LINKS Shuttle has been held up as a model program to other Bay Area <br />communities, and San Leandro has a great reputation for its work in the smart growth <br />arena. However, she cautioned that this type and level of grant funding will not <br />continue indefinitely. <br /> <br />Mayor Young commented that Mr. Jacobowitz is a very passionate speaker on the <br />subject of taxes and fees, and she trusts that he believes the information that he has <br />gathered from the local businesses is true and correct. She stated that although Mr. <br />Jacobowitz and his wife are her friends, she has never discussed the BID with them. <br />She expressed agreement with Councilmember Grant's suggestion to address service <br />problems with AC Transit. Mayor Young suggested that the BID have a four-year <br />sunset, so that future City Councils can re-examine the program and its funding. She <br />expressed agreement with Councilmember Stephens' request for more complete <br />financial data from the SLTMO. <br /> <br />Councilmember Santos commented that the LINKS Shuttle program is important and <br />must be continued. He commented regarding the serious traffic flow issues along the <br />Davis Street corridor, and he noted that this program reduces traffic and air pollution by <br />reducing the number of vehicles traveling along the corridor. Councilmember Santos <br />pointed to the LINKS rider survey, noting that 27% of respondents would drive to work <br />if the Shuttle was eliminated. <br /> <br />.
