<br />MINUTES Page 9 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-October 3, 2005 <br /> <br />By consensus, the City Council agreed to place consideration of this <br />item on a future agenda. <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Mayor Young commented on the upcoming Trivia Bee. Councilmembers Starosciak and <br />Stephens and Mayor Young will comprise the Mayor and City Council Team. Mayor Young <br />announced a public meeting hosted by the Congestion Management Agency on the potential <br />for smart car pool lanes to be held on October 5 in Fremont. Mayor Young commented that <br />she received a letter from the Alameda County Housing Authority regarding the term <br />expiration of the City's representative to the Housing Commission at the end of the year. <br />Mayor Young suggested placing the reappointment of Councilmember Grant to the Housing <br />Commission on the next City Council meeting agenda. There was consensus of the Council <br />to do so. Mayor Young commented that on October 28, the East Bay Housing Organization <br />(EBHO) will hold its 6th Annual Leadership Breakfast. Mayor Young provided copies to the <br />Council of recently-passed State legislation. <br /> <br />Councilmember Santos commented that some residents have suggested a Sports Hall of Fame <br />for San Leandro. He suggested identifying local sports heroes and possibly placing their <br />pictures in the history museum. Councilmember Santos commented on a September 22 <br />article in the San Leandro Times which cited Kindred Hospital's hospitalization rate for <br />asthma symptoms as being 70% higher than the Statewide rate. After doing some research, <br />Councilmember Santos suspects that emissions from diesel trucks contribute greatly to the <br />problem. He suggested the Council encourage the EP A to expedite the cleanup of diesel <br />engines, and the issue could be discussed at a future City/School District liaison committee <br />meeting. Mayor Young noted that San Leandro has been instrumental in getting the City's <br />waste haulers to install catalytic converters on their trucks with assistance and grant money <br />from the Air District. <br /> <br />Councilmember Stephens stated for the record that he hates diesel fumes and would like to do <br />away with them. <br /> <br />Councilmember Starosciak commented that she has a Honda Civic hybrid, a zero-emISSIOns <br />vehicle, which she purchased from San Leandro Honda. She noted that shortly after <br />purchasing her new vehicle, legislation was passed which allows her to drive in the High <br />Occupancy Vehicle (HOV) lane. Councilmember Starosciak commented that the next East <br />Bay Municipal Utility District (EBMUD) community liaison group meeting will be held on <br />October 17 at 6:15 p.m., and the group will be discussing the final draft EIR for the Bayside <br />Groundwater Project. She suggested that the Mayor look into appointing a new City <br />representative to the group. <br /> <br />Councilmember Nardine commented regarding ice cream trucks and pushcarts in <br />neighborhoods and the need for appropriate identification, current business license and <br />screening. She noted that she had previously pointed out similar problems with taxicabs, and <br />a plan was implemented to require the more prominent display of identification in vehicles. <br />She requested that a report be provided to Council on this subject.
