<br />MINUTES Page 13 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-October 17, 2005 <br /> <br />11. CITY COUNCIL REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />None. <br /> <br />B. Reports on City Council Committees <br /> <br />I. Finance Committee Meeting of October 5,2005. Accepted as submitted. <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Mayor Young reported on the tremendously successful Walk and Roll to School Day held on <br />October 5,2005 at Jefferson School, noting that 80% of Jefferson students participated in the <br />event. Two classes tied for the highest participation in the event, and she and Board Trustee <br />Ray Davis contributed toward pizza parties for both classes. City Senior Transportation <br />Engineer Reh- Lin Chen performed traffic counts the week before and the week after the <br />Walk, and he reported a significant difference in the number of vehicles on the streets near the <br />school before and after school hours. There are plans to continue and possibly expand the <br />event next year. Mayor Young noted that Jefferson Principal Larry Johnson has reported that <br />more students are walking and riding their bikes to school than they were a month ago. The <br />school previously had no bike racks, and the Exchange Club purchased bicycle racks for the <br />school. <br /> <br />Councilmember Santos commented regarding an article by Police Chief Joe Kitchen which <br />was published in a recent edition of Senior Update. He recalled his comments from the last <br />City Council meeting regarding the increasing number of asthma cases in San Leandro, and <br />he asked whether the City could join in support of the Ditching Dirty Diesel Collaborative. <br />Mayor Young noted that there are 101 cities that support the Collaborative through the Bay <br />Area Air Quality Management District. Councilmember Santos commented that Clare Brunk <br />passed away last week and asked to adjourn the meeting in her memory. <br /> <br />Councilmember Starosciak commented that an East Bay Municipal Utility District <br />Community Liaison Group meeting was held tonight at the Marina Community Center. She <br />asked if the City had received the Final EIR for the EBMUD Bayside Groundwater Project. <br />Mayor Young confirmed that it was sent to her, and she in turn gave it to Community <br />Development Director Hanson Horn. Councilmember Starosciak commented on the positive <br />effects of the Walk and Roll to School event, reporting that her daughter asked her to walk her <br />to school on Friday, and she walked both her children to school today. <br /> <br />Councilmember Nardine clarified that the ordinance relating to the Recreation and Parks <br />Commission and the creation of the City Council/School Board Liaison Committees occurred <br />in the 1990s, when a task force was formed following a riot at the high school. <br /> <br />Vice Mayor Badger requested that tonight's meeting be adjourned in memory of DeMario <br />Baines, a 14-year old Bancroft Middle School student.
