<br />MINUTES Page 6 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-November 7, 2005 <br /> <br />Dan Henriques, San Leandro resident, addressed the City Council regarding his response <br />to a letter from Police Chief Joe Kitchen. Chief Kitchen's letter was written in response to <br />Mr. Henriques' allegations that he was the victim of a hate crime. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council regarding items in the <br />draft minutes ofthe October 3 and October 17, 2005 City Council meetings. <br /> <br />Harold Perez, San Leandro resident, addressed the City Council, requesting the installation <br />of a red light camera at the intersection of Davis Street, W arden Avenue and Timothy Drive. <br />Mr. Perez expressed hope that the street improvements on Doolittle Drive would be approved <br />as quickly as had been the improvements on Lewelling Boulevard. It was pointed out to Mr. <br />Perez that both projects have been in the works for years. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />Mr. Jermanis commented that the EBMUD Board of Directors will be meeting tomorrow to <br />consider approval of the Final EIR for the Bayside Groundwater Project. He indicated that <br />City staff has reviewed the EIR and comments in detail and is preparing a report for the <br />Council. <br /> <br />Regarding Mr. Perez's comments, Mr. Jermanis stated that he will ask staff to determine <br />whether the DavisIW arden/Timothy intersection is a suitable location for a red light camera. <br />He reported that the entire Council has worked for years on the improvements to Doolittle <br />Drive and the work should commence sometime in the spring. <br /> <br />7. AMENDMENT OF CONSENT CALENDAR <br /> <br />City Councilmembers or staff have an opportunity at this time to request that an item be <br />removed from the Consent Calendar for the presentation of a staff report or other special <br />consideration. Members of the Public may request the opportunity to address the City <br />Council regarding items remaining on the Consent Calendar by filling out a speaker card and <br />submitting it to the City Clerk prior to the calling of Item 7, Amendment of Consent <br />Calendar. Items remaining on the Consent Calendar will be considered for approval under <br />one motion. <br /> <br />Public Comments on the Consent Calendar: <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting that the <br />City does not need a campaign finance ordinance because candidates can spend as much as <br />they what and that the ordinance does not apply to nonpartisan elections. Mr. Filipovich <br />commented regarding the use of grant funds for projects and the shift to General Funds when <br />grant funds run out.
