<br />MINUTES Page 8 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting~November 21, 2005 <br /> <br />By consensus, the City Council scheduled this recommendation for a <br />future City Council meeting. <br /> <br />b. Appointment terms for citizen representatives to the North Field and South <br />Field Research Groups to begin as of January l, 2006. <br /> <br />By consensus, the City Council scheduled this recommendation for a <br />future City Council meeting. <br /> <br />2. Facilities Committee Meeting of October 26,2005. Accepted as submitted. <br /> <br />3. Finance Committee Meeting of November 2,2005. Accepted as submitted. <br /> <br />Recommendation for City Council Consideration: <br /> <br />a. Schedule the approval of the Fiscal Year 2004-05 year-end budget <br />adjustments. <br /> <br />By consensus, the City Council scheduled this recommendation for a <br />future City Council meeting. <br /> <br />Councilmember Starosciak asked for clarification on the Finance <br />Committee's discussion regarding the scenarios for the proposed Business <br />License Tax increase. Mr. J ennanis indicated that there will be further <br />discussion with the Chamber of Commerce regarding the proposed scenarios <br />before a recommendation is made to the Council. <br /> <br />Mayor Young noted that a future City Council work session is planned on <br />the subject. <br /> <br />Councilrnember Grant recalled that while Scenarios 1 and lA were similar, <br />Scenario lA would fall short of the objective of generating $2 rnillion. <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Mayor Young asked if the Council wished to refer Mr. Davis' request for a raised landscaped <br />traffic circle at Doolittle and Belvedere to the City Council Facilities Committee. There was <br />consensus ofthe Council to do so. <br /> <br />Vice Mayor Badger commented that the City of Oakland is considering placing a moratorium <br />on the rezoning of industrial properties. He asked if the Council would like to consider a <br />similar action. There was consensus of the Council to refer the matter to the City Council <br />Business Development Committee for discussion. <br /> <br />Councilmember Nardine inquired about the status of the review of community compliance <br />standards and consideration of similar standards for commercial properties.
