<br />MINUTES Page 9 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting~November 21, 2005 <br /> <br />indicated that staff is planning a Council work session on the subject. He noted the difficulty <br />in enforcing the existing laws due to the lack of resources, and the Police Department can <br />become overburdened by requiring additional enforcement at a time of workforce reductions. <br />He suggested a general discussion by the Council on the best way to utilize its resources. <br /> <br />Councilmember Nardine asked for clarification regarding the composition of the Official <br />Family. Mr. Jermanis indicated that the Official Family is comprised ofthe City Council and <br />Council-appointed Board and Commission members. Councilmember Nardine requested a <br />Council discussion on the composition of the Official Family and consideration for including <br />long-standing members of other committees, such as the Redevelopment Advisory <br />Committees and airport committees. Mayor Young suggested referring the matter to the City <br />Council Rules and Communications Committee. There was consensus of the Council to do <br />so. <br /> <br />Councilmember Starosciak acknowledged City Manager Jermanis for addressing the subject <br />of community compliance and the Police Department for its use of technology to support its <br />personnel resources. She expressed hope that the increase in Police personnel resources will <br />be part of the Council's future vision. Councilmember Starosciak commented on a telephone <br />survey ofthe community conducted by Kaiser Permanente. <br /> <br />Councilmember Stephens expressed his appreciation to his colleagues on the Council for <br />referring the matter of strengthening sections of the Municipal Code relating to vehicle <br />parking for consideration by the Rules and Communications Committee. He requested that <br />consideration also be given to strengthening ordinances related to the inappropriate use of <br />recreational vehicles as quasi-living spaces in residential driveways. Councilmember <br />Stephens also requested that the issues of signage and awnings also be considered when the <br />Council holds its work session to discuss community standards for businesses. <br /> <br />Councilmember Grant commented that she recently attended the Green Building Conference <br />in Atlanta. At the conference, she obtained information on "building green" ordinances <br />which she will share with City Manager Jermanis and staff Mayor Young pointed out that <br />Alameda County is on the leading edge with its green building ordinance and stop waste <br />programs. <br /> <br />Mayor Young commented that ABAG recently introduced a new handbook entitled, Putting <br />Down Roots in Earthquake Country: Your Handbook for the San Francisco Bay Region, <br />which is a very informative publication produced by the U.S. Geological Survey. She <br />distributed copies to the Council. Mayor Young reported that, in case of a disaster, the <br />estirnate by ABAG on the assessed value of improvements for the upper San Leandro <br />inundation area is $4.9 billion. <br /> <br />Mayor Young suggested scheduling Council Committee appointments for the first Council <br />meeting in January. She requested that Councilmembers complete the forms indicating their <br />Committee preferences and return them to her as soon as possible. <br /> <br />Mayor Young commented that she and Vice Mayor Badger will form an ad hoc committee to <br />review the nominees for the San Lorenzo Unified School District representative to the <br /> <br />
