<br />1.5.3 Regulatory Review <br />The current regulatory environment will be assessed including current City policies that would <br />affect the potential for adjacent transit-supportive uses and pedestrian-friendly environments, <br />allowable densities, and parking policies. <br /> <br />1.5.4 Infrastructure Analysis <br />The BMS Team will coordinate with City staff who will have responsibility for identifying <br />existing and planned utilities and infrastructure in the study area. Any issues relating' to <br />infrastructure capacity should be identified by the City at this time. <br /> <br />1.5.5 Land Use and Density Analysis <br />The BMS Team will review and analyze land use and urban design data provided by the Client. <br />This data will include: <br />. Existing and proposed land use and circulation patterns and their interrelationship <br />. Recent zoning approvals (last three years). <br />. Existing FAR <br />. Existing Residential Population <br />. Existing ownership patterns <br />. Existing and proposed density patterns <br />. Additional relevant local and regional land use planning studies including BART Urban <br />Design Guidelines, BART System Expansion Criteria, Bay Area Smart Growth Policies <br />and other transit ridership guidelines. <br /> <br />1.6 Identify Opportunity Sites <br />Information on parcel ownership will be provided by the Client, as the impact of parcel <br />configurations and ownership may impact efforts by either the public-sector or private interests <br />to develop TOD projects. Information will be compiled 011 private and public capital <br />improvement projects and other significant land use and transportation development projects <br />being proposed or planned in the study area. All projects affecting the area's potential to <br />develop a transit orientation will be considered, including public improvements to infrastructure, <br />civic building projects and private-sector sponsored residential, commercial and other <br />developments. <br />The team, in coordination with City staff, will identify the key opportunity sites for future <br />transit-oriented development projects-both public and private-in the study area, and compile <br />essential data about these sites. Candidates for opportunity sites will be based on the following <br />data: <br />. SIze <br />. configuration and ownership structure of each site; <br />. the potential for parcel consolidation <br />. the site's location, neighboring land uses and proximity to transportation facilities and <br />other amenities <br />. available infrastructure <br />. important site constraints (including the potential for soil contamination). <br /> <br />Consulting Services Agreement between <br />City of San Leandro and BMS Design Group <br /> <br />Page 170f32 <br /> <br />
