<br />7.1 City Council Presentation <br />The BMS Design Group team will present the Final TOD Strategy and Implementation Plan to <br />the City Council for comments and feedback. Two City Council meetings are included in this <br />scope of work. <br /> <br />7.2 Prepare Certified EIR <br />The team, with DC&E in the lead, will prepare the Final EIR including responses to all <br />comments on the Draft EIR. Comments will be reproduced in full (as copies of written <br />comments, or based on hearing transcripts) and will be individually numbered to ensure that a <br />response to each comment is clearly identifiable. The Final EIR will also include a summary of <br />the contents of the Draft EIR, plus any needed text or graphics revisions. The budget includes 40 <br />hours to respond to comments on the Draft EIR. If additional labor is necessary, beyond the <br />hours indicated in the budget, due to unforeseen volumes of comments, or due to the complexity <br />of the comments, a contract amendment allowing additional work would be necessary or <br />assistance by San Leandro staff would be required. <br /> <br />7.3 Prepare Final TOD Strategy and Final General Plan and Zoning Code Amendments <br />The Final TOD Strategy document will be prepared based on all the comments received during <br />the review periods. This document is envisioned to be a substantial yet readable and user- <br />friendly guide to making successful transit-oriented development happen in Downtown San <br />Leandro.
