<br />minimal number of impacts and mitigation measures, since the TOD Strategy Plan and its <br />policies should be largely self-mitigating. This section of the EIR will include the traffic <br />and parking analysis conducted in Task 4, as well as the public policy, land use, utilities and <br />services analysis completed earlier in the project. It should be noted that the RFP identifies <br />a limited range of technical studies that will be completed for the project; as an existing <br />urbanized area, environmental impacts in a variety of areas may be appropriately scoped out <br />of the ElR. However, additional technical work may be needed to develop the EIR, in areas <br />such as noise, air quality, cultural resources, and hazardous materials. <br />· Alternatives. The altematives developed in Task 3, along with the CEQA-required No <br />Project alternative, will be presented and evaluated. <br />· Assessment Conclusions. Assessment conclusions will be prepared to meet CEQA guidelines <br />for growth inducement, cumulative impacts, unavoidable significant effects, significant <br />irreversible changes, and impacts found not to be significant. <br /> <br />The process of formulating the Draft EIR will include the preparation of an Administrative Draft <br />EIR submitted concurrently with the Preliminary Draft TOD Strategy with simultaneous City <br />staffreview of both documents, followed by the preparation of the Draft EIR with revisions. The <br />BMS Team will provide three copies of the Administrative Draft EIR for review by San Leandro <br />staff. <br /> <br />The Draft EIR will be released with the Draft TOD Strategy. The BMS Team will deliver one <br />camera ready hard copy and one PDF on CD-ROM of the Draft EIR to the City for printing, <br />distributing, and posting on the web. <br /> <br />6.3 Planning Commission Presentations <br />These meetings will provide an opportunity for the team to present the TOD Strategy to the <br />Planning Commission as well as serve as a public hearing on the DEIR.
