MINUTES <br /> Page 2 <br />May 1, 2006 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting— <br /> <br /> <br /> <br />Nicole Roa was present to receive her award. <br /> <br /> <br />B.Proclamation Declaring May 12-21, 2006 as Affordable Housing Week in San <br />Leandro. <br /> <br />Housing/CDBG Manager Tom Liao accepted the proclamation on behalf of East Bay <br />Housing Organizations. <br /> <br /> <br />C.Resolution Commending Diana Souza for Her Years of Service on the Recreation and <br />Parks Commission. <br /> <br />Diana Souza was present to receive the resolution honoring her years of service on the <br />Recreation and Parks Commission. <br /> <br /> <br />D.Resolution Commending Herb Fajors for His Years of Service on the Personnel <br />Relations Board. <br /> <br />Herb Fajors was not present to receive the resolution honoring his years of service on <br />the Personnel Relations Board, and his resolution will be mailed to him. <br /> <br /> <br /> 3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />fill out a speaker card <br />Mayor. When you address the City Council, you should and submit <br />it to the City Clerk so the order of speakers may be determined and an official record of <br />names and addresses obtained. <br /> <br /> <br />A.Matter of Approval of Fiscal Year 2006-07 U.S. Department of Housing and Urban <br />Development (HUD) Annual Action Plan [implements the strategies of the <br />Consolidated Plan by undertaking activities during the program year that utilize two <br />HUD grants—Home Investment Partnership Program (HOME) and Community <br />Development Block Grant (CDBG)]. <br /> <br />This being the time and place for the Public Hearing on the above matter, Assistant <br />City Manager Steve Hollister provided background on the matter and introduced <br />Housing/CDBG Manager Tom Liao. Mr. Liao gave a short PowerPoint presentation <br />outlining the minor changes to the draft Annual Action Plan which was first presented <br />to the Council on March 20, 2006. <br /> <br />The Hearing was then opened to the public. <br /> <br />Eowyn Gorman, Client Services Director, Davis Street Family Resource Center, <br /> <br />addressed the City Council, thanking the Council for the financial support Davis Street <br />receives from the City through grant funding. Ms. Gorman commented regarding the <br /> <br />
