MINUTES <br /> Page 3 <br />May 1, 2006 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting— <br /> <br /> <br />reduction in CDBG funding and its impact on services provided by Davis Street to San <br />Leandro residents. <br /> <br />Rebecca Soffer, Health Services Director, Davis Street Family Resource Center, <br />addressed the City Council regarding the reduction in service to approximately 118 <br />counseling clients per year, some of whom have severe mental illnesses such as <br />depression, anxiety and bi-polar disorder. Ms. Soffer spoke about the impacts to the <br />community of the service reductions as a result of the reduction in CDBG funding. <br /> <br />Phyllis Pasternak, Executive Director, Family Service Counseling Center, <br /> <br />addressed the City Council regarding the reduction in service to approximately 40 <br />clients per month. Ms. Pasternak commented that about 60 percent of the Center’s <br />clients are children. She expressed gratitude for the City for providing the funding to <br />allow them to serve the community. <br /> <br />Lou Filipovich, San Leandro resident, <br /> addressed the City Council regarding the <br />Emergency Communication System Access Fee. He commented that he thought he <br />was required to address all public hearing items at once. Mr. Filipovich was requested <br />to reserve his comments on the 911 Fee for the public hearing on the item (Item 3.B.). <br /> <br />Elaine de Coligny, Executive Director, Building Futures with Women & <br />Children, <br /> addressed the City Council, acknowledging that the Council had less CDBG <br />funding to allocate than in the past and applauding the difficult choices it had to make. <br />Ms. de Coligny thanked the Council for its continued investment in solving <br />homelessness. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Staff responded to questions from the Council. <br /> <br />Councilmember Grant suggested that in future years, it would be helpful to the <br />Council for staff to indicate in the report the name of the service provider as well as <br />the funding allocation. <br /> <br />Councilmember Santos asked how much grant funding was reduced to the agencies <br />whose representatives spoke during the public hearing. He noted that the services <br />provided by these agencies are critical, and effort should be made to restore their <br />funding levels. <br /> <br />Mayor Young asked staff to provide the Council with the total amount of the grant <br />funding reduction to the Davis Street Family Resource Center, Family Service <br />Counseling Center and Building Futures with Women & Children. <br /> <br />? <br /> Resolution No. 2006-039 <br />, Resolution Approving the 2006-2007 Annual Action <br />Plan to Implement the Housing and Community Development Strategies of the <br /> <br />
