MINUTES <br /> Page 9 <br />May 1, 2006 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting— <br /> <br /> <br /> Resolution No. 2006-044 <br />C., Resolution Approving a Contractual Services Agreement <br />with Kennedy/Jenks Consultants Relating to the Design of a System to Deliver <br />Recycled Water to the Monarch Bay Golf Course, Project No. 593-52-219 (provides <br />for plans, specifications, and calculations describing a recycled water pipeline and <br />water treatment facility in the amount of $153,250 for the subject project). Funding: <br />Appropriated as part of the Fiscal Year 2005-06 budget. (2323) <br /> <br /> <br /> 9. ITEMS REMOVED FROM CONSENT CALENDAR <br /> <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br /> <br />8.A. Matter of Approval of Loans from the City of San Leandro (for $1,100,000.67) and <br />Redevelopment Agency of the City of San Leandro (for $538,067) to Alameda County <br />Allied Housing Program (a.k.a., Allied Housing, Inc.) to Assist in the Acquisition of <br />an Affordable Housing Project Located at 112 Garcia Avenue (Mission Bell <br />Apartments) and Adopting Findings and Authorizing Execution of Documents in <br />Connection with Such Financing (furthers the City and Redevelopment Agency <br />affordable housing goals). Funding: Home Investment Partnership Act (HOME) <br />funds, McKinney Act Refunding Agreement funds, and Redevelopment Agency Low <br />Mod Housing fund. <br /> <br />Housing and CDBG Manager Tom Liao gave a short PowerPoint presentation <br />providing background on the proposed affordable housing project and the loans from <br />the City and Redevelopment Agency to Allied Housing Inc. <br /> <br />Staff and representatives from Allied Housing responded to questions from the <br />Council. <br /> <br />Public Comments on Item 8.A.: <br /> <br />Lou Filipovich, San Leandro resident, <br />addressed the City Council, commenting that <br />he believed this item should have been scheduled as a Redevelopment Agency public <br />hearing and asking if a JPA agreement or tax increment was involved. <br /> <br />End of Public Comments on Item 8.A. <br /> <br />Ms. Williams commented that there is no JPA involved and a public hearing is not <br />required in this matter. <br /> <br />? <br /> Resolution No. 2006-045 <br />, Resolution of the City Council of the City of San <br />Leandro Approving a Loan to Allied Housing Program to Assist in the <br />Acquisition of an Affordable Housing Project, and Adopting Findings and <br />Authorizing Execution of Documents in Connection with Such Financing.
