ITEMS REMOVED FROM CONSENT CALENDAR <br /> <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br /> <br />8.E. An Ordinance Establishing Procedures for the Conduct of Runoff Elections (adopts the <br />ordinance necessary for the conduct of a runoff election, if necessary, following the <br />2006 General Municipal Election). (1055/3078) <br /> <br />Councilmember Starosciak requested that the Council consider allowing candidates in <br />the runoff election to file a new candidate statement for the November runoff election, <br />as candidates for Alameda County Supervisor and Oakland City Council are allowed to <br />do. She noted that many things can change on the candidate statement between <br />elections. By allowing a candidate to file a new statement for the runoff election, the <br />statement would be a more accurate reflection of the candidate and the candidate's <br />position. <br /> <br />Councilmember Starosciak asked whether procedures should be included in the <br />ordinance for a random alphabet drawing to determine the order of names on the ballot. <br />Staff indicated that a procedure specifically for charter cities is contained in the <br />Elections Code which would allow the City to use the results from the Secretary of <br />State's random alphabet drawing for the November election. <br /> <br />Minute Order No. 2006-006, Motion to Direct Staff to Revise the Draft Ordinance to <br />Include the Filing of a New Candidate Statement for the Runoff Election. (1055/3078) <br /> <br />The City Council directed staff to revise the draft ordinance to include the filing of <br />a new candidate statement for the funoff election. <br /> <br />M/S/C Starosciak and Santos.
