<br />MINUTES Page 12 <br />City of San Leandro City COlUlcil and San Leandro Redevelopment Agency Joint Meeting-January 17, 2006 <br /> <br />Councilmember Starosciak commented that at the January 3, 2006 City Council <br />meeting, she asked staff to provide documentation for the changes to the household <br />income limits. She stated that she has concerns about the accuracy of the numbers <br />provided and was told that staff was still looking into it. Councilmember Starosciak <br />stated for this reason, she is not comfortable casting her vote on this item. <br /> <br />Mr. Horn noted that federal law and State redevelopment law are generally consistent; <br />however, they differ in their definitions of low- and moderate-income. He indicated that <br />staff has attempted to make the ordinance as consistent as possible with State and <br />federal laws. He pointed out that no changes have been made to the definitions for <br />Affordable Rent and Affordable Ownership Cost; rather, they have been rewritten for <br />clarity. Mr. Horn noted that the definitions of Low-Income Household and ~oderate- <br />Income Household were adjusted to be more permissive and to conform to State and <br />federal law. <br /> <br />Ordinance No. 2006-001, an Ordinance Amending Article 30, Sections 6-3002, 6- <br />3004, 6-3006 and 6-3014 of the San Leandro Zoning Code Regarding the Application <br />of the Inclusionary Zoning Regulations to Conversion of Existing Rental Projects to For <br />Sale Projects. (3075) <br /> <br />- Adopted <br /> <br />M/S/C Santos and Grant. Ayes: 6; Noes: 1 (Starosciak) <br /> <br />B. Matter of Discussion of the Alameda County Residential Green Building Guidelines <br />(for New Horne Construction, Horne Remodeling and Multi-Family Development), <br />the U.S. Green Building Council Leadership in Energy and Environmental Design <br />(LEED)TM Rating Systems (for New Commercial Construction and Remodeling), and <br />the Bay-Friendly Landscape Guidelines (for Residential and Commercial Projects); <br />and Discussion Regarding Future Implementation Programs for Residential and <br />Commercial/Industrial Green Buildings (reviews the several leading publications on <br />commercial and residential green building and sustainable landscaping). <br /> <br />City Jermanis indicated that the Council has expressed interest in the issue of Green <br />Building, and Councilmember Grant and Planner Sally Barros have attended a <br />conference on the subject. <br /> <br />Ms. Barros gave additional background on the item and introduced Karen Kho and <br />Teresa Eade from the Alameda County Waste Management Authority (ACWMA), also <br />known as StopWaste.Org. <br /> <br />Karen Kho from the Green Building Program at StopWaste.Org gave a PowerPoint <br />presentation on the agency's integrated approach to design, construction and <br />maintenance, which includes Green Building, Bay-Friendly Landscaping and <br />Environmentally Preferable Purchasing, and the environmental, social and financial <br />benefits of this approach to communities. Ms. Kho noted that San Leandro has already <br />adopted an Environmentally Preferable Purchasing Policy. <br />
