Report on Closed Session Actions Taken None. 11. CITY COUNCIL REPORTS A. Reports on Intergovernmental Agencies None. B. Reports on Conferences and Seminars Mayor Young reported on her attendance at the meeting of the U.S. Conference of Mayors in Washington D.C. from January 25 through January 27, 2006 and shared highlights from the conference. Mayor Young pointed out that this is a new item on the agenda which was added as part of the new State ethics requirement under AB 1234. C. Reports on City Council Committees 1. Airport Committee Meeting of January 6, 2006. Accepted as submitted. 2. City and San Leandro Unified School District Liaison Committee Meeting of January 12, 2006. Accepted as submitted. 12. CITY COUNCIL COMMENTS Vice Mayor Badger: commented that the Council's ethics training could be combined with a Council retreat. Councilmember Grant commented on the need for a Council work session to review key airport issues due to the changing membership on the Council. Councilmember Grant reported that on January 28,2006, she had the privilege of being a tour guide for members of the Congressional Black Caucus. She commented on a billboard on Washington Avenue that is outdated and should be removed. Councilmember Grant asked about the information provided to the Council regarding the Zone 2 feasibility canal. Mr. Jermanis commented that the information relates to the floodplain issue and the homes bordering the canal, and there has been discussion about having the Army Corps of Engineers perform an analysis to assess the effect of dredging the flood control channel or raising the height of the channel on the floodplain designation for
