<br />MINUTES Page 11 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-February 6, 2006 <br /> <br />some of the homes. Mr. Jermanis indicated that a meeting will be held on Wednesday, <br />February 8, 2006 to review the various options ofthe Army Corps of Engineers. <br /> <br />Councilmember Starosciak commented that the floodplain issue has been ongoing for many <br />years. She noted that the matter is under the jurisdiction of Alameda County Flood Control <br />and primarily affects District 4 and the homes along Trojan and Burkhart which back up to <br />the flood control channel. Councilmember Starosciak commented that the flood control <br />chmmcl does not have the capacity in the event of a 100-year flood, and the homes adjacent to <br />the channel with a FEMA-guaranteed loan must have flood insurance. She noted that the <br />purpose of the meeting will be to consider a feasibility study. Mayor Young asked <br />Councilmember Starosciak to request that the person in charge of the meeting ensure that the <br />City of San Leandro is added to the Flood Control District's mailing list. <br /> <br />Councilmember Nardine congratulated Jack Papazian on his election as President of the San <br />Leandro Chamber of Commerce. <br /> <br />Councilmember Starosciak commented that Mr. Papazian supports the City's Business <br />License Tax measure, and she welcomed his leadership as President of the Chamber of <br />Commerce. Councilmember Starosciak expressed disappointment that the Shoreline Cleanup <br />was postponed this past Saturday. She commented favorably on the wonderful Lunar New <br />Year celebration arranged by Library staff. Councilmember Starosciak expressed <br />appreciation to Mr. Perez for distributing the brochure on the Community Preservation <br />ordinance. She asked if the information from the brochure could be placed on the City's <br />website for ease of community access. <br /> <br />Councilmember Stephens commented on the anger and frustration expressed by residents of <br />Lewis Street. He noted that several of the residents spoke before the Council in November <br />2005, relating problems with a neighbor who parks many vehicles loaded with junk on the <br />street and stores junk in his yard. Councilmember Stephens indicated that the situation is <br />worse than before, and he appealed to City staff to solve the problem that is within the City's <br />legal bounds to do so. <br /> <br />Councilmember Santos echoed the favorable comments regarding the Lunar New Year event <br />at the Library. He commented on a problem that was reported to him regarding homeless <br />individuals sleeping on the Library grounds and other related issues, and requested that staff <br />look into the problem. Councilmember Santos requested that tonight's meeting be adjourned <br />in memory of Jim Denegri, whose father was a former BZA member, and Carme1ita Cinco, <br />who was a board member on the Marina Faire Homeowners Association. <br /> <br />Mayor Young announced the following presentations were made in the last month: <br />. A contribution from the Mayor's Community Fund was made to Community Resources <br />for Independent Living (CRIL) <br />. A Commendation was presented to Dan Walters upon his retirement as President from the <br />Board of Directors of the Chamber of Commerce <br />. A Proclamation was issued to the Alta Mira Club on the celebration of its 99th Birthday <br />
