ACTION ITEMS <br /> <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br /> <br />A. Matter of Discussion of Public Notice Mailing Radius and Procedures for Major <br />Development Applications (expands the public noticing of certain applications as they <br />go through the entitlement process). <br /> <br />City Manager Jerillanis noted that concerns regarding public noticing have been brought <br />up by the Council periodically during the public hearing process. He gave an overview <br />of the item and introduced Planning Manager Debbie Pollart. Ms. Pollart gave a <br />PowerPoint presentation describing the current notification process, the legal <br />notification requirement, the notification practices of other jurisdictions in Alameda <br />County and in the state, and the recommendation by the Board of Zoning Adjustments <br />and Planning Commission. <br /> <br />Public Comments on Item 10.A.: <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, praising Planning <br />Manager Debbie Pollart for providing greater access to public hearing proceedings and <br />the public participation process. He commented on the conduct of City Council <br />meetings. <br /> <br />End of Public Comments on Item 1O.A. <br /> <br />Councilmembers asked clarifying questions regarding the informational billboards. <br /> <br />. Minute Order No. 2006-017, Motion Accepting Recommendations of the Board <br />of Zoning Adjustments, Planning Commission, and Staff to: (1024) <br /> <br />1. Keep the minimum standard radius notification for all development <br />applications, as specified in the Zoning Code; <br /> <br />2. As determined by the Community Development Director, expand the <br />notification for larger significant projects or those that may generate greater <br />interest (e.g., projects involving significant General Plan and or zoning <br />changes, and larger projects with the potential for neighborhood issues such <br />as traffic generation); and <br /> <br />3. Post an information billboard on larger project sites (e.g., 0.5 acrE; in size or <br />bigger). <br /> <br />The City Council accepted recommendations of the Board of Zoning <br />Adjustments, Planning Commission, and Staff to: <br />
