<br />MINUTES Page 7 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 6, 2006 <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, asking if the <br />project is within a redevelopment area and if there is a residential facility included in <br />this property. Mr. Filipovich commented that neighboring property owners did not <br />receive adequate information to form an opinion on the project. <br /> <br />Mark Landes, the applicant, stated that he has received no tax benefit or outside <br />funding for this project. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Councilmember Nardine asked which use of the property requires the zoning change. <br />Mr. Penaranda indicated that both the mixed-use component and self-storage <br />component would have a Planned Development Overlay, so that the usage can be <br />regulated. He stated that self-storage is not a permitted use in the CC Community <br />Commercial District. Councilmember Nardine pointed out that there is a self-storage <br />facility just down the street. Mr. Penaranda noted that property is now zoned CC, but <br />was zoned IG when the use was approved either through a site development or <br />conditional use permit. <br /> <br />Mr. Horn clarified that currently the entire parcel is zoned CC Community <br />Commercial, which does not allow self-storage uses. The property must be rezoned <br />in order to allow for self-storage, and Mr. Hom suggested that IL Industrial Limited <br />would be the appropriate zoning for the self-storage portion of the property. Mr. Hom <br />stated that self-storage was not considered an appropriate use in a traditional <br />commercial zone; however, he commented that the proposed compromise of a mixed- <br />use facility would maintain the consistency of the commercial zoning on the <br />W ashington Avenue frontage while allowing the self-storage use on the rear two- <br />thirds of the property. He pointed out that the rear of the property would be difficult <br />to market for a viable commercial use. <br /> <br />Councilmember Nardine commented that the reason the corridor was zoned CC was <br />so uses such as self-storage would not be permitted. She asked additional questions <br />regarding time line for development and potential uses for the property. <br /> <br />Vice Mayor Badger asked which portion ofthe project the applicant intended to build <br />first. Mr. Hom indicated that the application requires concurrent construction of the <br />commercial building and self-storage use, so that construction of the self-storage does <br />not occur before the commercial building. <br /> <br />Councilmember Grant commented that this project has come a long way, and she <br />expressed appreciation for the staffs work and Mr. Landes' flexibility. <br /> <br />.
